Inc.:

Ms. Norris Btated that DNR has reviewed Mr. Stedman's request to operate a
tube/canoe rental business in Rum River Central Park; they suggest certain
conditions that should be required and on that basis has no objections.

Mr. Hartley stated that he attended the 7-22-86 County Board meeting at which
some of the concerns of Andover residents were reviewed. The County Board did
not take any specific action on those concerns but suggested that the proposed
use is consistent with park functions established in the Rum River Regional
Park. The County Attorney has reviewed needs for permits and it appears that
there may not be a need for a conditional use permit from Ramsey or the County
for this use; Mr. Stedman prefers to pursue those permits.

Mr. Stedman stated that Northstar Outdoor Education works with the County as a
subcontractor for recreational services. Northstar is committed to working in
concert with DNR to keep the tube/canoe rental business limited to a family
oriented activity. Northstar intends to clean up debris, whether it is from
their operation or not, twice a week in that section which the tube/rental
service is offered.

Mr. Hartley stated that one observation that has been made is that a specific
operation that polices itself may be a way to prevent less tolerable uses of
the river.

Councilmember Cox stated that this is an example of a public facility being
used to create another business to work against private sector businesses that
the City hopes to attract by going through the Star City Program.

Mr. Stedman replied that the tube/canoe rental will provide a service to the
people, wholesome control of river recreation, jobs and customers that will
patronize Ramsey businesses.

Motion by Councilmember Sorteberg and seconded by Councilmember $chlueter to
adopt Findings of Fact 0141 relating to a request by Mr. Jeff Stedman of
Northstar Outdoor Education, Inc. for a conditional use permit to operate a
tube/canoe rental and shuttle service in the Anoka County Rum River Central
Park. (Please refer to findings of fact file for Findings of Fact 0141).

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Reimann
and Schlueter. Voting No: Councilmember Cox.

Motion by Councilmember Cox to deny the request by Mr. Jeff $tedman of
Northstar Outdoor Education, Inc. for a conditional use permit to operate a
tube/canoe rental and shuttle service in the Anoka County Rum River Central
July 22, 1986
