Further Discussion: Councilmember Reimann inquired if the drainage retention <br />area is within the legal boundaries of the property. Mr. Raatikka stated that <br />it is not; consideration is being given to piping drainage to the river instead <br />of having a retention area. Councilmember Cox stated that he is concerned that <br />this will not hinder future development of a YMCA in the area. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Request For Financial Consideration Of Improvement_.' Case Of MT, <br /> <br />Ms. Norris stated that Mr. Johnson will be requesting the Park Commission to <br />consider a land, rather than cash, park dedication; recommend Council table <br />this case until there is a recommendation from the Park Commission. <br /> <br />Motion by Councilmember Cox and seconded by Mayor Heitman to table this case <br />until the Park and Recreation Commission has had an opportunity to review and <br />recommend. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Case #7: Participation In Star Citw Program: <br /> <br />Ms. Norris stated that EDC has recommended that the City pursue Star City <br />designation with herself as project coordinator. It is a lengthy process of <br />assessing the community's strengths and weaknesses and requires a full <br />commitment from staff and community leaders. Mr. Hartley stated that the real <br />benefit to the process is that in the end, the persons involved with it will <br />have learned the skills and information to encourage and assist business <br />development within the community. Councilmember Cox stated that he sees this <br />program as another effort towards socialized business; if the business climate <br />were addressed, we would not need programs like this. EDC is requesting a <br />commitment from Council. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox to approve <br />participation in the Star City program. <br /> <br />Further Discussion: Councilmember Cox stated that encouraging operation of <br />businesses in residential areas would be working against the efforts of the <br />Star City Program. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Request For Variance From Street Frontage Reauirement: Case Of <br /> Mr. Lowell Vasseur: <br /> <br />Mr. Hartley stated that one of the conditions discussed as a term of the <br />variance is an easement for the extension of 155th; there are some high lands <br />and some swampy lands; the City Engineer has made easement alignment <br />recommendations which have not yet been discussed with the property owner. <br /> July 22, 1986 <br /> <br />Page 9 of 17 <br /> <br /> <br />
