Request To Move In Garage; Case Of Mr. Richard Lazerte: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to approve <br />the request by Mr. Richard Lazerte to move in a garage to his property at 7260 <br />151st Avenue NW. <br /> <br />Further Discussion: Mr. Lazerte stated that he is aware of the accessory <br />structure size limitations in Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers $orteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Mr. Hartley inquired if Council wishes to continue to review requests to move <br />in structures or have them handled at a staff level through building permits. <br /> <br />Council consensus was to proceed with the present policy and consider the <br />matter for a future policy change. <br /> <br />Appearance By Bruce And Dawn Michaels Regardin~ Enforcement Of <br /> <br />Bruce and Dawn Michaels were present to express concerns regarding the <br />enforcement of the City's leash laws and animal control regulations. They <br />requested that the City increase the penalty to leash law violators, direct <br />animal control officers not to disclose to the animal owner the address at <br />which their pet was collected (acts of vandalism are often committed against <br />the person calling animal control), increase animal control patrolling during <br />evening hours. <br /> <br />Mr. Goodrich stated that fines are established by the courts; city council does <br />not have the authority to increase or decree them; council can be requested to <br />expend the funds to increase animal control services. <br /> <br />Motion by Mayor Heitman and seconded by Councilmember Schlueter directing City <br />Staff to issue a letter to Lake Animal Control requesting that they not reveal <br />specific addresses of where animals were collected at except in cases where <br />they are required to by law. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Mr. Hartley stated that a feature of the contract with Lake Animal Control is <br />that the city will be charged $16.55/hour for patrolling; city position has <br />been to only call Lake Animal Care to pick up animals. <br /> <br />Councilmember Cox noted that the city has ordered temporary patrolling in <br />specific problem areas. <br /> <br />Council recessed at 10:25 p.m. <br /> <br />Mayor Heitman called the meeting back to order at 10:35 p.m. <br /> <br />July 22, 1986 <br /> <br />Page 12 of 17 <br /> <br /> <br />
