carefully. <br /> <br />Mr. Hartley stated that staff will be responding to items contained in the <br />commentary letter; that response will be made available to Council. <br /> <br />Councilmember Cox stated that a question has been raised regarding insurance <br />benefits for councilmembers. <br /> <br />Mr. Hartley stated that City Attorney Goodrich is reviewing that issue; <br />Deloitte, Haskins and Sells will also be consulted. <br /> <br />Mr. Treptow recommended diligence in maintaining the sewer and water fund. <br />From time to time the city may want to use Chapter 444 for water type projects; <br />in order to use that statute, the city will have to pledge that water revenues <br />will be sufficient to pay 100% of the bond issue. <br /> <br />Mr. Robinson stated that his firm is pleased to be associated with the high <br />quality of financial reporting in Ramsey. <br /> <br />~ ~eport On Bock And Ose Property: <br /> <br />City Engineer Raatikka presented his report dated July 22, 1986 regarding <br />drainage problems on the Bock property (Hall Anderson Acres, Lot 6, Block 5). <br />It has been determined that the septic tank is 2'8" below grade; this indicates <br />that the drain field is located at a depth below city code requirements and <br />could be located in the ground water table. Discussed the possibility of <br />lowering the pond, which would cost $10,000-$15,000, with Mr. Goodrich and he <br />stated it would be difficult to assess anybody but the Bocks for such a project <br />as they are the only family in Hall Anderson Acres having water problems. <br />Recommending that the Bocks reconstruct their drainfield at a higher level. <br /> <br />Mrs. Bock stated that raising her septic system would not resolve the problem <br />of wet basement walls; the house was built too deep in relation to the pond; <br />only permanent solution would be to lower pond level. <br /> <br />Mr. Hartley noted that the City has received a complaint and summons from <br />George Bancroft in a related matter. <br /> <br />Mayor Heitman stated that this is a situation where the cost of solving a <br />problem would only benefit one property owner and the cost is too high for one <br />individual; wonder if the philosphy would be different if storm sewer taxing <br />districts were in place. Fifteen thousand would be a small appendage to any <br />other storm sewer project that may come up and it would probably be more <br />pallatable for council to take action. <br /> <br />Mr. Hartley stated that if storm sewer taxing districts were put into place, <br />the soonest any construction could begin would be in 1987. <br /> <br />Mrs. Bock asked if she could arranage for and pay for a permanent solution <br />herself. <br /> <br />Mayor Heitman stated that Mrs. Bock would create a liability problem for <br />herself if by redirecting a water problem, she created another water problem. <br /> July 22, 1986 <br /> <br />Page 6 of 17 <br /> <br /> <br />
