Councilmember Cox noted that Mrs. Bock would not have the authority to obtain
necessary easements.

Council proceeded to discuss the drainage problem on the Ose property and Mr.
Raatikka stated that bringing in fill on that property would only disguise the
problem; it would not lower the groundwater.

Mrs. Ose stated that according to an engineer she talked with the problem can
be solved by bringing in fill, constructing retaining walls and installing more
sump pumps and tiles. Mrs. Ose stated that her home should never have been
allowed to be built where it is -- swamp land; all the other properties drain
onto hers. Cost of fixing the problem should not be all her responsibility;
requesting that City provide the fill and she will pay labor costs. Mrs. Ose
inquired if Ramsey is obtaining funds from DNR designated for high water
problems in Anoka County.

Mr. Raatikka replied that he has applied for those funds; there is a limit of
$15,000 that can be obtained and it is a matching fund type.

Councilmember Cox suggested that the City cooperate with Schwartzman to get an
outlet to the Mississippi River which would reduce the water level
tremendously.

Mayor Heitman directed that City Engineer Raatikka meet with Mrs. Ose's
engineer to discuss potential solutions to the Ose water problem and report
back to Council with any recommendations for the feasible City involvement.

Mrs. Bock suggested that the City update it's building code.

Mayor Heitman stated that the City has been given an opportunity to learn from
it's mistakes but Council has not chosen to act in that direction; new water
levels should be obtained for all areas and necessary restrictions imposed;
Council did request water level readings for the northern portion of the city.

Councilmember Cox stated that past Councils did try to prohibit building in
certain areas but were overruled by State and County agencies.

Case ~3: Request For Dimension Variance In Critical Rivers Corridor; Casm
Of Mr. Wayne Swedal:

Ms. Norris stated that Mr. Swedal owns 3 lots in Bowers Mississippi Acres; some
time ago Mr. Swedal entered into an agreement with the City and EQB not to
develop 2 of the lots because of river development controls; in 1982, the City
lifted development restrictions on the 2 lots because Mr. Swedal received 3
street improvement assessments; that agreement was not cleared through EQB; EQB
has no objection to repealing those development restrictions at this time.

Motion by Councilmember Reimann and seconded by Councilmember Schlueter to
authorize the Mayor and City Administrator to enter into an agreement with the
EQB and Mr. Wayne Swedal to release lots 13 and 15 from the development
restrictions.

July 22, 1986
