1. Improvements to 153rd Lane N.W. between Ramsey Blvd. N.W. and <br /> Rhinestone Street N.W. <br /> <br />Acting Mayor Reimann called the regular meeting back to order at 7:56 p.m. <br /> <br />CONSENT AGENDA <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to approve <br />the following items contained in the Consent Agenda: <br /> <br />1) City Council Meeting Minutes - <br /> <br />a. City Council special meeting minutes dated July 15, 1986. <br /> <br />b. City Council regular meeting minutes dated July 22, 1986 with the <br /> following correction: <br /> <br />Page 13 - Case #15 - Information On Business Incubator Project - Change <br />to read as follows: <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember <br />Schlueter to continue discussions with the City of Anoka on a joint <br />incubator project. <br /> <br />Further Discussion: Councilmember Cox stated that he feels working <br />towards a joint incubator project with Anoka is fruitless; Ramsey will <br />have to accomplish it on their own; this is another example of a <br /> <br />socialized business program. Ms. Norris stated that EDC wants to know <br />if Council is interested in continuing to pursue a business incubator <br />either jointly with Anoka or independently. <br /> <br />Amendment by Councilmember Schlueter and seconded by Mayor Heitman to <br />continue to support the Economic Development Commission in the manner <br />which they determine to be in the City's best interest with respect to <br />a business incubator project. <br /> <br />Further Discussion: Counncilmember Cox stated that he was on the <br />business incubator subcommittee and he sees a joint effort as being <br />fruitless; council has to take into consideration city funds used to <br />pursue a project like this. EDC Commissioner Fults stated that <br />communities cannot hibernate; they must work with each other. <br /> <br />Amendment carried. Voting Yes: Mayor Heitman, Councilmembers <br />Sorteberg, Cox, Reimann and Schlueter. Voting No: None. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, <br />Cox, Reimann and Schlueter. Voting No: None. <br /> <br />c.
