b) Objection To Labor Charge For Sign Posting At Game Fair; Case of Charles <br /> Delaney - <br /> <br />Councilmember Sorteberg stated that he received a call from Mr. Charles Delaney <br />complaining about a bill he received from the City for putting up and taking <br />down 'no parking' signs for the Game Fair. Mr. Delaney feels that if the City <br />feels the signs are necessary during the Game Fair event, the City should pick <br />up the cost. <br /> <br />Councilmember Cox 8tared that he would be more cooperative to Mr. Delaney's <br />request if the location of the event was advertised as Ramsey and not Anoka. <br /> <br />Councilmember Reimann stated that the Game Fair event is a profit making <br />venture of a private enterprise; it is costing the City money to put those <br />signs up and take them down to keep fire lanes open and control traffic. <br /> <br />Council noted that in previous years the Game Fair has been approved through a <br />special use permit; no application has been made this year. Council directed <br />Staff to determine whether or not a special use permit is required and if so, <br />Council can discuss the matter of labor charges for sign posting with Mr. <br />Delaney during the special use permit process. <br /> <br />c) Election Judges - <br /> <br />Mr. Hartley presented a list of persons recommended for hiring as election <br />judges for the primary election. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Schlueter to approve <br />the persons recommended for hiring as elections judges in the primary election. <br /> <br />Motion carried. Voting Yes: Acting Mayor Reimann, Counc ilmembers Sorteberg, <br />Cox and Schlueter. Voting No: None. <br /> <br />d) Landfill - <br /> <br />Certificate of Need <br /> <br />Mr. Hartley stated that on August 12 he attended a meeting at Metro Council <br />and testified on behalf of Ramsey. The result of that subcommittee meeting <br />is that they are recommending that Metro Council conduct a public hearing <br />on October 8, 1986 at Ramsey Elementary School regarding the certificate of <br />need request by Waste Management of Minnesota. <br /> <br />Site P <br /> <br />Mr. Hartley stated that he had a special meeting with engineers and Anoka <br />County staff and they have agreed to let Ramsey prepare a draft scoping <br />document for them to evaluate. Ramsey should be able to include most <br />important items in that scoping decision; hopefully, it will be approved by <br />the Anoka County Board.
