is that the EIS process not proceed until Metro Council agrees to pay for <br />it. <br /> <br />Mr. Hartley stated that he will continue to testify on Ramsey's behalf at these <br />various hearings. Ramsey is taking a distinctive role and hopefully trying to <br />limit or prevent the continued development of landfills in Ramsey. <br /> <br />e) Continuation Of City Administrator Hartley's Performance Evaluation - <br /> <br />Councilmember Cox stated that his comments are intended to be constructive and <br />helpful. Councilmember Cox would like to see Mr. Hartley work more closely <br />with City Council in the future, i.e., knowledge of the Mayor's resignation <br />coming to Council second-hand. It is an awkward situation to receive news like <br />that as a result of staff spreading the word; staff should be told where they <br />stand. The Personnel Committee should be taking note of situations like this <br />that need to be discussed. <br /> <br />Mr. Hartley stated that he made a decision not to call councilmembers because <br />he was not sure the official letter of resignation would be submitted. Mr. <br />Hartley stated that he understands Councilmember Cox's concerns and assured <br />Councilmember Cox that when information becomes timely, he will be certain to <br />get that information to Council. <br /> <br />Councilmember Cox noted that Mr. Hartley did come on board in Ramsey during <br />a difficult period and he would like to see Mr. Hartley continue to serve as <br />City Administrator in Ramsey. <br /> <br />Acting Mayor Reimann noted that it was previously brought to Mr. Hartley's <br />attention to work more closely with the Personnel Committee; efforts have been <br />made in that direction since then. Acting Mayor Reimann also requested that <br />Mr. Hartley work more closely with Council; that Mr. Hartley should not feel <br />that he is bothering councilmembers by calling them for input or giving them an <br />information update. Acting Mayor Reimann stated that if improvements are made <br />in these two areas, he would be glad to see Mr. Hartley continue as City <br />Administrator in Ramsey. Acting Mayor Reimann inquired if a motion is in order <br />to approve Mr. Hartley's step increase from $37,000 to $39,500 as quoted in the <br />employment contract? <br /> <br />Mr. Hartley replied that a motion approving the step increase is not required; <br />the contract speaks for itself. Mr. Hartley stated that he appreciates the <br />vote of confidence and constructive criticism given to him by Council; a motion <br />declaring the satisfactory performance might be in order. Mr. Hartley also <br />requested that Council complete the questionnaire he distributed at the initial <br />performance evaluation on July 22; information gained from that questionnaire <br />will help him to improve in other areas as well. <br /> <br />Councilmember Cox noted that communication between City Council and Planning <br />and Zoning needs to be improved. Councilmember Cox then inquired if Mr. Ben <br />Deemer is a resident of Ramsey at the present time. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Schlueter documenting <br />a satisfactory six-month review of Mr. Hartley's performance and to direct that <br />another performance review will be conducted in six months. <br /> August 12, 1986 <br /> <br />Page 13 of 14 <br /> <br /> <br />
