Voting No: <br /> <br />PUBLIC HEARING ~ <br /> <br />Acting Mayor Reimann, Councilmembers Sorteberg, <br /> None. <br /> <br />Acting Mayor Reimann adjourned the meeting at 7:50 p.m. in order to conduct the <br />following public hearing: <br /> <br />1. Amendments to the tax increment financing districts. <br /> <br />Acting Mayor Reimann called the regular meeting back to order at 7:55 p.m. <br /> <br />~OUNCIL BUS%NE~S <br /> <br />Sewer. Water And Well No. 2 Improvements To Ramsey's Industrial <br /> Area: <br /> <br />Mr. Raatikka stated plans and specs for the improvements are complete; <br />information on the well will be available by the next Council meeting. Utility <br />installation alignment has been changed in a way that will allow for maximum <br />development in that area. During the public hearing on this improvement, a <br />couple of landowners were not notified; those persons are now involved and <br />informed. A portion of the area was not proposed to be assessed for sanitary <br />water; some of those property owners have requested to be included in the <br />assessment because of cost savings that will be realized with tax increment <br />financing involvement. <br /> <br />Councilmember Cox suggested that the installation design be reviewed to see if <br />those utilities can be constructed in a way that will help alleviate storm <br />water drainage problems in the area. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember $orteberg to adopt <br />Resolution #86-118 receiving and approving plans and specifications for <br />sanitary sewer main, water main and well no. 2 and setting the date of <br />September 9, 1986 to receive bids on those improvements. (Please refer to <br />resolution file for Resolution #86-118). <br /> <br />Further Discussion: Marv Eggum - 15708 Judicial Road - Burnsville - was <br />present representing Ramsey 67 Industrial Park and inquired as to the amount of <br />assessment that would be levied against the property for water main. Mr. <br />Raatikka replied that $44,500 would be levied for water main in addition to the <br />$92,000 for sewer main. Mr. Eggum stated that these assessments come as a <br />shock to the parnership presently holding the property. Mr. Eggum stated that <br />these assessments are just the beginning stages of the development process; <br />after trunk installation, there are costs for plat and plan process, developers <br />agreement, grading, streets, utility laterals, curb, gutter, etc.; the property <br />owners will let the time period for paying those assessments and taxes run out <br />as long as possible; attempts to sell the property at $10,000 - $12,000/acre <br />are unsuccessful; after preparation for development is completed, the property <br />owners will have to sell it at $44,000/acre.
