Municipal Well No. 2; Water System Imnrovement Project #86-16: <br /> <br />Mr. Hartley stated that the City has received bids for installation of public <br />utilities in the Industrial Area and development of Municipal Well No. 2; the <br />bids are in excess of 10% of the engineer's estimate. Both cases have been <br />investigated and staff does have a proposal to make. <br /> <br />Mr. Curt Kummala of Ironworks Development Corporation was present and stated <br />that he has a substantial amount invested in both buildings located on Sunfish <br />Blvd. Mr. Kummala stated that sewer and water is essential for development; <br />most businesses cannot get bank financing if public utilities are not available <br />to the business. Mr. Kummala also noted that sewer and water services alone <br />will not develop an area; the city must have plan for development. <br /> <br />Paul Fournier of Ironworks Development Corporation was also present and stated <br />that he has quite a number of years experience in the area of economic <br />development and Star City programs. Most cities prepare a comprehensive <br />development plan to serve as a guideline to developers regarding what a city <br />wants. Developers need information to act on and the city is a resource for <br />that information. The most important single tool Ramsey can offer to <br />supplement sewer and water is development guidelines. <br /> <br />Mr. Darryl Fults - Economic Development Commission and Corporation - Stated <br />that the Commission and Corporation just went through a strategic planning <br />process; Planning and Zoning is working on a development plan. <br /> <br />Mr. Hartley stated that the bids for Well No. 2 were in excess of the estimate <br />because of miscommunication between the specs and the bidders regarding the <br />electrical control devices. Staff is proposing to prepare a change order, for <br />the next council meeting, that would bring the bids within line. At that time, <br />Council can consider awarding the contract and simultaneously enter into Change <br />Order #1. This project is financed entirely through tax increment financing. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt <br />Resolution #86-157 accepting bids for Municipal Well No. 2 and awarding the <br />contract to E.H. Rennet and Sons, Inc. for such improvements. Fuurther, to <br />instruct the City Engineer to prepare Change Order #1 in accordance with <br />Council discussion of this case on September 30, 1986. (Please refer to <br />resolution file for Resolution #86-157). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Mr. Roger Rennet was present and stated his firm is agreeable to any changes <br />that will be included in Changer Order #1; the firm will do it's best to drill <br />the well efficiently and effectively. <br /> <br />Industrial Utility Project: <br /> <br />Mr. Hartley stated that bids for installation of utilities in the Industrial <br />Area were received in excess of 10% of the engineer's estimate.
