Mr. Martin - Stated that he does not have mail service to the property itself; <br />his notice from the City should have returned to the City. <br /> <br />Mr. Goodrich stated that none of the notification mailings were returned to the <br />City. <br /> <br />Carol Vevea - Stated that her real estate taxes are already 6 times that of <br />residential property; after the project her property valuation will increase <br />and so will her taxes. Stated that she did not buy the property to invest in <br />it and move it as real estate; she bought it to put her business on and make a <br />living. This project wanted by 3 will result in a lot of the smaller <br />businesses losing their property. <br /> <br />Mr. Bernie Vevea - Stated that he is a member of the Economic Development <br />Commission and he is well aware of the benefits associated with this project <br />but manufacturing businesses are distressed in Minnesota and the added amount <br />of money that would go against his business forces him to oppose the project. <br /> <br />Mr. Hartley stated that Council recognized the needs and concerns of the <br />Industrial area and has responded in a profound way with a lot of dollars. <br />It has been the policy of this Council to help the smaller business owners. <br /> <br />Mr. Bernie Vevea - Inquired what other costs each property owner is looking at <br />after initial trunk line assessments for sewer and water. <br /> <br />Mr. Raatikka replied that that those property owners on Azurite have one year <br />to hook up to the system and there would be an assessment for laterals at that <br />time ($15.00/front foot). Then there would be a charge for running t's from <br />the lateral to the building. <br /> <br />Mrs. Vevea - Stated that the cost to her business would be $13,000 before even <br />getting the service to the building itself. With the amount of real estate <br />taxes she is paying now, she should have sewer and water and blacktopped <br />streets. Real estate taxes will raise even more after the improvements are in. <br /> <br />Darryl Fults - 15410 Barium - Inquired if assessments can be deferred; can <br />assessor freeze property values for 2-5 years? <br /> <br />Mr. Hartley stated that there are laws providing deferments for senior citizens <br />and green acres. It would not be wise for Council to defer special assessments <br />because the bill has to get paid; if it is not paid with special assessments it <br />will have to come out of ad valorem taxes which means that property that is <br />improvement and benefitting is not paying. Council tried not raising property <br />values in some cases this year; County reversed that action. <br /> <br />Mr. Martin - Noted that other types ordinances are not being conformed to and <br />enforced in Gateway Industrial Park; maybe the City could overlook the one year <br />to hook up ordinance as well. <br /> <br />Mr. Goodrich stated that this case will be on the Council agenda for September <br />23. <br /> <br />September 9, 1986 <br /> <br />Page 4 of 7 <br /> <br /> <br />
