Filling Council Seat Vacancy: <br /> <br />Mr. Goodrich noted that Council planned to fill the vacancy at this meeting; <br />the Anoka Union article states the vacancy will be filled September 23; suggest <br />Council table action to coincide with the news article. <br /> <br />Council agreed. <br /> <br />~ D~R Gra~ %or Emergency Pumping: <br /> <br />Mr. Hartley stated that he has received a contract from DNR for matching fund <br />grant money for emergency pumping; DNR will not give reimbursement for pumping <br />area no. 2 in Ramsey's proposal because it cannot be pumped all the way to the <br />river. DNR will match Ramsey's pumping expenditures up to $15,000; the term of <br />the agreement is June 30, 1987. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Schlueter to <br />authorize the City Administrator and the Mayor to enter into an agreement with <br />DNR for funds for emergency pumping. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers $orteberg, Cox and <br />Schlueter. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />Mr. Hartley stated that on 9-8 he received a copy of a proposed memo of <br />understanding between the Anoka County Board and Waste Management of Minnesota, <br />Inc.; on 9-9 he and Mayor Reimann appeared before the County Management <br />Committee and the County Board attempting to get action on the memo of <br />understanding delayed. That memo states that Anoka County will enter into an <br />agreement with Waste Management whereby Waste Management would provide a <br />methane gas recovery facility and Anoka County would receive an additional <br />$.30/cubic yard of fill received at the landfill; the County would remiss any <br />securities for closure and post closure duplicated with MPCA requirements and <br />support the request for vertical expansion. The County Board went further to <br />support a reduction in required capacity for future landfilling, but in doing <br />so they referred to a reduction for Site P as though it is presumed to be the <br />future landfill site. Mr. Hartley stated that when it was obvious that the <br />memo would be approved, he and Mayor Reimann attempted to get the additional <br />$.30/cubic yard allocated to Ramsey for economic development and safety <br />purposes; 9% of methane gas recovery projects; reaffirmation of support of the <br />Rum River Bridge; and not approve Site P as a future landfill. The memo of <br />understanding was entered into with no prior notice to or input from Ramsey. <br /> <br />Mayor Reimann noted that Commissioner Haas-Steffen did not vote in favor of the <br />agreement and attempted to get the motion amended to include support of the Rum <br />River Bridge. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to direct <br />Staff to prepare a resolution regarding Ramsey's disapproval of Anoka County <br />Board action, and the manner in which it was taken, regarding Waste Management <br />of Minnesota, Inc.'s certificate of need for vertical expansion. <br /> September 9, 1986 <br /> <br />Page 6 of 7 <br /> <br /> <br />
