According to U.S. Postal Service and Anoka County, Andrie Road in Northfork <br />would be more properly referred to as Andrie Street N.W. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Schlueter to <br />introduce Ordinance #86-9 changing Andrie Road NW to Andrie Street NW. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Mr. Goodrich stated that Staff needs guidance from Council regarding park <br />dedication requirements for the entire Northfork P.U.D. In Phase I of the <br />development, the City accepted cash in lieu of park dedication; now Phase II is <br />being considered and it is recommended that a park dedication scheme be <br />developed for the entire P.U.D. The Park Commission is recommending land <br />dedication of approximately 35 acres to be used as an addition to the adjacent <br />Whispering Pines Park and a multiple use trail system; cash and perhaps a tot <br />lot would be required for the western portion; and an open option for cash <br />and/or land in the southern portion. A development agreement will be submitted <br />at the Council's next meeting for consideration. <br /> <br />Dennis Peck - Project Manager for Northfork - Stated that Phase II received <br />preliminary plat approval subject to Park Commission recommendations for park <br />dedication. Northfork would like a complete park dedication plan addressed for <br />long range planning purposes. A lot of investigation was put into the <br />recommendations referred to by Mr. Goodrich. <br /> <br />Mr. Goodrich stated that providing the City with a legal description of the <br />property to be received is an expensive process and the developer wants to be <br />sure Council agrees with the park dedication concept in general prior to <br />providing tha description. <br /> <br />Council agreed with the concept. <br /> <br />Iron Works Development Corporation ~evelopmant PrODosal: <br /> <br />Mr. Hartley reviewed that portion of the pro-forma which addresses where the <br />City would be party to development of an incubator facility. Tax Increment <br />funds could be used to purchase land, make site improvements and extend public <br />utilities to the property. The City would pick up any permit costs incurred, <br />a $20,000 operating grant could be provided through the Landfill Fund and <br />$23,000 of CDBG funds could be applied towards a 4 year marketing program. <br />According to the pro-forma statement, the project would not show an annual <br />profit until it's 4th year; payback to the City would not be until 8 years <br />after building construction is complete. Mr. Hartley inquired if this proposal <br />is consistent with Council's intentions with respect to a business incubator <br />facility. <br /> <br />Councilmember DeLuca stated that Mr. Fournier of Iron Works Development <br />Corporation has two main concerns: 1) That the site is serviced by city sewer <br />and water; and 2) whether or not the corporation's charter prohibits <br />development of a business incububator facility.
