an excess of funds, but Iron Works is willing to proceed even though it is a development company just starting out. Mr. Hartley stated that Mr. Kummala is also concerned with any further investments in the area without city sewer and water being available. Councilmember Sorteberg stated that a great deal of consideration has to be given to this type of project and expressed concern by beginning the project with such a large building. Councilmember Cox noted that Ramsey was willing to participate with Anoka on a facility; either way it will cost money. Councilmember Cox stated that he is not in total agreement with the idea of government involvement but such a facility would provide a way to build up industry that will stay in Ramsey. It would be a visual result of the Economic Development Company's activity in the community. Councilmember DeLuca stated that the concern of Ironworks for quality development next door will be addressed by this project and hopefully there will be the control to require companies to develop in Ramsey as they move out of the incubator and thereby increase the city's tax base. Councilmembers Cox and DeLuca stated that Iron Works feels the size of the building proposed would be more marketable and that the need is there. Mr. Goodrich stated that the City can legally bind tenants to expansion in Ramsey or payback; the difficult part will be formulating language that will prohibit the tenant from reincorporating or going into partnership to avoid obligations of the original company. Mr. Hartley noted that an incubator facility of this size and type would not take businesses of the residential area but rather those businesses that are more established and possibly operating out of pole barns. In turn, those businesses operating in residential areas could move into the pole barn facilities. Motion by Councilmember DeLuca and seconded by Councilmember Cox granting concept approval of the incubator facility pro-forma statement presented by the Iron Works Development Corporation. Further Discussion: Councilmember Cox stated that he feels this concept for an incubator facility is what the City had in mind and if not, comments should be brought forward at this time. Councilmember Cox stated that he also feels use of tax increment funds for such a facility is reasonable. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, Schlueter and DeLuca. Voting No: None.
