an excess of funds, but Iron Works is willing to proceed even though it is a <br />development company just starting out. <br /> <br />Mr. Hartley stated that Mr. Kummala is also concerned with any further <br />investments in the area without city sewer and water being available. <br /> <br />Councilmember Sorteberg stated that a great deal of consideration has to be <br />given to this type of project and expressed concern by beginning the project <br />with such a large building. <br /> <br />Councilmember Cox noted that Ramsey was willing to participate with Anoka on a <br />facility; either way it will cost money. Councilmember Cox stated that he is <br />not in total agreement with the idea of government involvement but such a <br />facility would provide a way to build up industry that will stay in Ramsey. <br />It would be a visual result of the Economic Development Company's activity in <br />the community. <br /> <br />Councilmember DeLuca stated that the concern of Ironworks for quality <br />development next door will be addressed by this project and hopefully there <br />will be the control to require companies to develop in Ramsey as they move out <br />of the incubator and thereby increase the city's tax base. <br /> <br />Councilmembers Cox and DeLuca stated that Iron Works feels the size of the <br />building proposed would be more marketable and that the need is there. <br /> <br />Mr. Goodrich stated that the City can legally bind tenants to expansion in <br />Ramsey or payback; the difficult part will be formulating language that will <br />prohibit the tenant from reincorporating or going into partnership to avoid <br />obligations of the original company. <br /> <br />Mr. Hartley noted that an incubator facility of this size and type would not <br />take businesses of the residential area but rather those businesses that are <br />more established and possibly operating out of pole barns. In turn, those <br />businesses operating in residential areas could move into the pole barn <br />facilities. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cox granting <br />concept approval of the incubator facility pro-forma statement presented by the <br />Iron Works Development Corporation. <br /> <br />Further Discussion: Councilmember Cox stated that he feels this concept for <br />an incubator facility is what the City had in mind and if not, comments should <br />be brought forward at this time. Councilmember Cox stated that he also feels <br />use of tax increment funds for such a facility is reasonable. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca.
