installed. The City Attorney and the County have no objection to installation <br />of a culvert. Mr. Raatikka stated that installing the culvert will not <br />guarantee that the area will drain; cleaning of ditches to the Rum River will <br />probably be needed. <br /> <br />Based on elevations on both sides of 156th, Council discussed whether or not <br />another culvert would take care of the drainage; that the difference in <br />elevation was so small that a great deal of water to that area could end up <br />backing up and flooding the Hendriksen property even more, for which the City <br />would then be liable. <br /> <br />Mr. Hartley stated that before the City would construct a culvert there, Mr. <br />Raatikka would have to confirm that doing so would not result in further water <br />damage up or down stream; at the same time, the City should seek authorization <br />to acquire right-of-way. <br /> <br />Councilmember Cox noted that the Hendriksen property has always had water <br />ponding on it, even at the time Mr. Hendriksen purchased it; the City and <br />County have each installed culverts in that area per Mr. ~endriksen's request; <br />how many culverts do the taxpayers have to buy to pay for one person's water <br />problems? <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox to table <br />the request for culvert installation until such time as Mr. Hendriksen can be <br />present to discuss the request and provide information regarding how much <br />County ditch cleaning is necessary and elevations supporting placement of <br />the culvert in the proposed location. <br /> <br />Further Discussion: Mr. Hartley inquired if he is interpreting the motion <br />correctly in that City Staff should not expend any more time researching Mr. <br />Hendriksen's request. Council agreed. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />~ Receive Petition For Improvements To Streets In Itasea Heights <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt <br />Resolution #86-178 accepting a petition for public improvements in the Itasca <br />Heights Subdivision and ordering a feasibility study. (Please refer to <br />resolution file for Resolution #86-178). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />~ Approval Partial Pay EStimate No~ 2 To Widmer Ine'~ For <br /> Flintwood Hills Third A~dition: <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Schlueter to adopt <br />Resolution #86-179 authorizing partial payment in the amount of $232,198.71 to <br />Widmer, Inc. for Improvement Projects #86-17, 18 and 20.
