Mr. Hartley agreed that there is no sense in requiring something that won't <br />serve the purpose. There are numerous cases where parties have constructed in <br />inappropriate locations and variances have to be granted after the fact. <br /> <br />Mr. Raatikka stated that having site plan type information is more critical in <br />the urban areas and in those areas designated as shorelands. <br /> <br />Mr. Hartley stated that there are cases where the building inspector does not <br />want to require a certificate of lot survey but there are also circumstances <br />where he does require additional information to verify that no easements or <br />setbacks are being encroached upon. <br /> <br />Mr. Goodrich stated that the building inspector has the right to require <br />whatever is needed to issue a building permit. <br /> <br />Ms. Norris stated that ordinance requires that a certificate of lot survey be <br />provided and it is not always needed or doesn't show enough pertinent <br />information. <br /> <br />Mr. Hartley stated that the building inspector does not have the authority to <br />not receive the certificate of lot survey. <br /> <br />Council tabled further discussion of this case to allow more time for <br />consideration and review of the matter; directed Councilmember Sorteberg to <br />meet with Anne Norris regarding the issue of requiring certificate of lot <br />surveys. <br /> <br />Service Road' Near Econ Marketin?: <br /> <br />Mr. Hartley stated that industrial and residential properties in the vicinity <br />of Econ Marketing are using a narrow road to access Hwy. #10; this poses a <br />problem with regards to safety. That general area needs to be looked at for a <br />reconfirmation of what the City wants for access there. <br /> <br />Council consensus was for City Attorney Goodrich to arrange a meeting with the <br />affected property owners and Councilmember Cox to discuss the service road and <br />possible alignment alternatives. <br /> <br />Desi_~nate Municipal State Aid Street: <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox to adopt <br />Resolution #86-182 revising Municipal State Aid Street System. (Please refer <br />to resolution file for Resolution #86-182). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox adopting <br />Resolution #86-183 establishing Municipal State Aid Highway.
