Budget Considerations:

1. Public Works Property -

Mr. Hartley reported that $15,000 was set aside in the 1986 budget for
public works building; the 1987 budget proposes to do the same; in 1987
there will be $30,000 in the budget for public works building.

Mayor Reimann stated that Mr. Art Raudio suggested a parcel of property on
the west side of Cry. Rd. #56 and south of 149th, owned by Gilbert
Menkveld, that would be suitable for use by the public works department.
Mayor Reimann stated that Mr. Raudio also claims that if the excess fill on
the property were to be sold, it should bring in enough to pay for the
property. Mayor Reimann stated that he directed Councilmember $chlueter of
the Road and Bridge Committee to review the property.

Council agreed with the $15,000 proposed in the 1987 budget for public
works building.

2. Water Problems At 149th -

Mayor Reimann stated that 149th is under water and the City should do
something to correct the situation.

Councilmember Cox stated that Mr. Gilbert Menkveld is also willing to
donate the fill from the parcel he has for sale; same parcel Council
discussed earlier as possible location for public works department. Public
Works Department should be able to use that fill to raise 149th, compact it
for the winter in preparation of blacktop in the spring.

Mr. Raatikka stated that Class 5 should be applied to 149th for the winter~
it would take about 360 tons which would cost about $1500-$1600, with the
City doing the work.

Mr. Hartley stated that there are sufficient funds in the 1986 budget to
take care of 149th.

Motion by Councilmember Cox and seconded by Councilmember DeLuca
authorizing the Public Works Department to raise 149th, utilizing the fill
from the Gilbert Menkveld property, and apply Class 5 to the road during
the 1986 construction season.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
Schlueter and DeLuca. Voting No: None.

3. Parks; River's Bend Park -

Councilmember Cox expressed concern with the fact that no progress is being
made at River's Bend Park; since there are no Lawcon funds and the matching
fund offer didn't work out, the City should put in a driveway and parking
area. The two ballfields should also be fertilized.

October 21, 1986
