Mr. Graczyk stated that the 1986 Park Fund balance is $100,000+. <br /> <br />Mr. Raatikka estimated that it would cost $11,100 to gravel driveway and <br />parking area and $17,500 for bituminous. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg <br />directing the City Engineer to prepare plans and specs for grading and <br />gravel of access road and parking area for River's Bend Park; directing <br />City Staff to seek price quotes for the grading and application of gravel <br />and award the contract to the lowest bidder; that the expenditure shall be <br />derived from the 1986 Park Fund. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Councilmember DeLuca inquired if the Park and Recreation Commission has a <br />long range plan for park development or if the primary focus is Central <br />Park. <br /> <br />Mr. Hartley replied that the Park Commission is working on preparing a long <br />range plan. <br /> <br />Mayor Reimann brought up the subject of using general taxes for park <br />improvements as it would be a more visible use of tax dollars. <br /> <br />Mr. Hartley stated that park operating costs are taken out of the general <br />fund; park development is derived from a fund consisting of park fee <br />deposits made by developers. The 1987 taxes have already been levied and <br />to use general fund for park development at this point would require <br />deleting another expenditure from the general fund. <br /> <br />Councilmember Cox stated that Council and Park Board should meet to improve <br />communication between the two. <br /> <br />4. EDG Funds - <br /> <br />Mr. Hartley stated that at the last Council meeting, Council directed that <br />$50,000 of landfill fund interest money be allocated for economic <br />development uses. The proposed $50,000 transfer from landfill interest to <br />parks was deleted. <br /> <br />Lengthy discussion ensued as to whether or not the tasks planned for the <br />economic development intern requested by staff and the economic development <br />person requested by the Economic Development Commission/Company are <br />parallel and if they could be accomplished by one position rather than two. <br /> <br />Mr. Hartley stated that some portions of the tasks outlined in the Economic <br />Development Company proposal for funds would qualify for CDBG funds. CDBG <br />funds can also be used for the economic development revolving fund but the <br />City would not actually receive the money until there is a specific user <br />for it. CDBG funds can also be used to take over existing loans. Mr. <br />Hartley stated he would research if loan paybacks can be deposited to the <br />revolving fund or if they have to be returned to the County. <br /> October 21, 1986 <br /> <br />Page 4 of 7 <br /> <br /> <br />
