Council consensus was that the issue of an economic development person was <br />addressed in Item 4 of these minutes; proposed budget for Personal Services <br />will remain as adjusted October 14, 1986. <br /> <br />7. Mayor and Council Salary and Benefits - <br /> <br />Mr. Hartley stated that per Council direction of October 14, he has been <br />researching mayor/council salaries of other communites. The Stanton Report <br />does not refer to mayor/council salaries; the League of Minnesota Cities survey <br />only refers to out-State cities and those salaries are consistent with Ramsey's <br />council. <br /> <br />Councilmember Reimann noted that a fair comparison of mayor/council salary <br />would be based on the type of government (city manager or mayor/council) rather <br />than on city size. <br /> <br />Mr. Hartley stated that he would have information regarding metro area <br />mayor/council salaries available at the next regular Council meeting. <br /> <br />Councilmember Cox noted that when the AFSCME contract is discussed, metro area <br />salaries are referred to; when council salary is discussed, out-State salaries <br />are referred to. City employees receive salary increases regularly, but <br />council does not. <br /> <br />Mr. Hartley and Mr. Graczyk noted that the levy has already been adopted; <br />suggested that the $26,000 reserved for expenditure be designated as $20,000 <br />for Airport expenditures and the balance could be used for council salary <br />increases. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg directing <br />that of the $26,000 in Reserved For Expenditure, $20,000 be allocated for <br />Airport expenditures and the remaining $6,000 be designated as unallocated for <br />consideration as funds available for council salary increases. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Council recessed at 9:15 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 9:30 p.m. <br /> <br />8. YMGA - <br /> <br />Councilmember Cox stated that a YMCA facility in Ramsey has been an item of <br />discussion for years; there are persons interested in the project and suggest <br />that it is time to establish a committee to begin making firm plans for such a <br />facility. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg directing <br />the City Attorney to have available at the next regular council meeting a draft <br />ordinance that would establish a YMCA Committee. <br /> <br />Motion carried.
