Mayor Ramsey noted with the proposed Zoning Code updates, the issue of house design can be <br />defined so it does not keep coming before the Council. <br />Planning Consultant Goodroad stated that is correct and providing that information up front <br />allows the applicant to be successful from the beginning. She concluded presentation of the staff <br />report and staff's recommendations. <br />Councilmember Elvig raised the need to address snow removal /storage for parking lots, <br />especially if extensive landscaping is required. <br />Planning Consultant Goodroad indicated staff would assure adequate areas are allowed for snow <br />storage. <br />Councilmember Strommen stated it also needs to be assured that the areas of snow storage do not <br />block sightlines. <br />Senior Planner Gladhill suggested asking the applicant to identify potential locations for snow <br />storage. <br />Planning Consultant Goodroad presented alternatives to reduce impervious surface coverage and <br />consolidate all landscaping requirements into one landscaping section that applies to all districts. <br />Councilmember Wise commented on the importance of selecting tree species for parking lot <br />islands and perimeter locations that do not block views of the business. <br />Mayor Ramsey stated staff has presented a lot of information and he would like additional time <br />to delve deeper into this information. <br />Councilmember Strommen suggested staff provide copies of the PowerPoint document so it can <br />be reviewed more thoroughly at a future Work Session. <br />Councilmember Elvig stated the Council has been aggressive in cutting development costs and <br />cautioned against regulations that increase the cost of development. <br />Senior Planner Gladhill indicated staff will prepare drafts of the general policy issues. <br />Councilmember Tossey supported the suggestion that staff provide copies of the PowerPoint <br />information prior to the next discussion. <br />Mayor Ramsey noted another issue is how to enforce the standards and maintenance. <br />Councilmember Wise asked the Council to be careful about adding regulations that require the <br />developer to spend additional money. <br />Planning Consultant Goodroad noted the more information we can arm our developers with the <br />better and staff knows the reality of not adding costs to development. <br />City Council Work Session / May 22, 2012 <br />Page 6 of 7 <br />
