Mr. Anderson stated that was correct, he thinks the access <br />should be through the park. He stated the attorney's he spoke with say the City can put a service <br />road through the park, and doing that would not distm'b the tranquility of the area. <br /> <br />Commissioner Johnson indicated he agrees with the homeowner, that the City should either <br />vacate the parkland or put a service road through it. He indicated roads are not a prohibited use, <br />even in a park, and he would suggest putting knock-down barriers for emergency vehicles. <br /> <br />Commissioner Johnson said condemnation proceedings are very expensive. He stated taking <br />private property is not necessary, and he proposes finding something else that works. He <br />indicated he would be opposed to access from anywhere but at the park. <br /> <br />Chairperson Nixt stated it makes more sense to go across the land to the north and connect with <br />Rabbit Street. If the Developer had that, the City would not be concerned with egress to Nutria <br />Street. <br /> <br />City Engineer Jankowski stated part of the concern was providing a second access to the existing <br />development to the east, as staff feels this is the last opportunity to do so. <br /> <br />Chairperson Nixt asked if there were cul-de-sac length issues. <br /> <br />Associate Planner Wald indicated there may be, but the developer is trying to work within the <br />600 foot limits. <br /> <br />Kathy Gustafson, 6822 Rabbut Street noted Lot 1 at 178th and Tiger Streets is actually a large <br />pond. She asked if that was going to be filled in. <br /> <br />City Engineer Jankowski stated the lot is intended to be larger than the pond, and the pond will <br />stay with a buildable lot around it. <br /> <br />Commissioner Van Scoy asked if staffhad considered running Rabbit Street to Armstrong. <br /> <br />City Engineer Jankowski indicated it is certainly an option; hoxvever staff would prefer to <br />minimize access to County roads where possible. <br /> <br />Devin Diedrich, 16911 Tiger Street, stated he moved here because he likes it quiet. He stated he <br />already took a hit with two busy streets, now a third one is being proposed. He would like to ask <br />that other options are explored. <br /> <br />Chairperson Nixt stated the access from Tiger could not be moved very much north because of <br />the pond. <br /> <br />Chairperson Nixt stated he is sympathetic to the land owner but he would not like egress to <br />Armstrong with the park and curve there. <br /> <br />Planning Commission/April 3, 2003 <br /> Page 7 of 14 <br /> <br /> <br />
