Mr. Hartley stated that if there is a possibility of needing sewer and <br />water in the future, it might be worth seriously considering this project <br />because the 1.7 million will probably be used elsewhere if not used for <br />this improvement project. <br /> <br />Marv Eggem - 15708 Judicial Road, Burnsville - Stated that one of the <br />reasons the cost of this project is so high is because of the high water <br />table in Ramsey. Mr. Eggem stated that he attend a Council meeting about <br />one month ago and expressed concern with levying such a high assessment <br />against a small area. The City says the assessment will be $7,000/acre. <br />Complete development (platting, streets, curb, gutter, etc.) will cost <br />another $22,000-$25,000/acre. Ramsey 67 Parnership will be hit with a <br />$389,000 assessment for sewer and water; that does not include roads, etc. <br />necessary to market the land. At a previous Council meeting, Mr. Eggem <br />stated that he also asked Council if commercial/industrial land in Ramsey <br />will sell for $35,000/acre. The City may have 1.7 million to spend but it <br />doesn't do the property owners any good if they can't afford the <br />assessment. If the assessment is deferred, the interest compounds and <br />accrues and the property owners will lose their property to the City. This <br />project should be levied into a larger area; there are a lot of businesses <br />on Hwy. #10 that could use the services. Mr. Eggem stated he is opposed to <br />the project. <br /> <br />Mr. Hartley - Stated he appreciates Mr. Eggem's comments; the figures <br />quoted by Mr. Eggem may apply to his land but not to every parcel of land <br />in this particular area. <br /> <br />Mr. Eggem - Stated he is going by the information provided to him by the <br />City. <br /> <br />Mr. Hartley - Stated that the City's letter clearly indicated that the <br />figures quoted are the starting point; assessment amounts go from that <br />point and down. Only the benefitting area can be assessed; identifying <br />that area is a difficult task; Staff did their best. <br /> <br />Mr. Raatikka - Stated that including businesses along Hwy. #10 in the <br />project would require extending trunks under the railroad tracks and Hwy. <br />#10. <br /> <br />Mr. Eggem - Replied that going under the tracks and highway is no big <br />expense. <br /> <br />Mr. Hartley - Stated that when those improvements go in along Hwy. #10, <br />those properties will be paying 100% of the assessed cost as opposed to a <br />fraction of it. <br /> <br />Mr. Eggem - Stated that the assistance offered because the City has some <br />grant money available is appreciated. <br /> <br />Mr. Hartley - Stated that the assistance available is through tax increment <br />revenues. <br /> <br />Councilmember Cox - Stated that Ramsey has a tax increment district and the <br />revenues from taxes on that district is where Ramsey is getting the money <br /> October 20, 1986 <br /> <br />Page 3 of 6 <br /> <br /> <br />
