to assist in this proposed improvement project. <br /> <br />Mr. Hartley - Stated that property owners are paying the taxes; tax <br />increment is a matter of spending those revenues on a project rather <br />turning them over to the County and School District. <br /> <br />Mr. Eggem - Reiterated that sewer and water assessments is only the <br />beginning; it will cost another $22,000-$25,000/acre for platting, roads, <br />curb, gutter, park fees, development agreements, etc. That $20,000+ is <br />in addition to the land and utility costs. Utilities don't do any good if <br />you can't afford to pay for them or finish developin§ the land and sell it. <br /> <br />Bernie Vevea - 14047 Azurite - Stated he has a manufacturing and <br />fabricating business located on two parcels of property on Azurite. With <br />the amount of property taxes and the expenses for State and Federal <br />requirements, businesses today are to the limit on how much money they can <br />create to keep going. Mr. Vevea stated that he doesn't like standing up <br />and trying to stop a project because he doesn't like not making headway, <br />but he is opposed to this project. Mr. Vevea stated that it doesn't matter <br />if the City has $1,000,000.00 go give him, he doesn't have $7,000.00 to go <br />along with it. Mr. Vevea stated that he has talked to the following <br />property owners in the proposed benefitting area and none of them have a <br />need for the proposed improvement: Kenney Miller, Bobby Hunt, Bobby Hunt's <br />aunt, owner of cabinet shop. Bakermate, Larry Morrell, Bob Brown, Eugene <br />Brown, Jerry Martin. Mr. Vevea stated that all of these properties do not <br />need sewer and water; they don't know if they will need it next year <br />because of the landfill but today they will have to take that gamble and so <br />will he. Mr. Vevea stated that he is going on record as opposing the <br />project. <br /> <br />Don Greenberg - Chairman of Ramsey Economic Development Commission and <br />landowner in Ramsey - Stated that this proposed improvement started with a <br />request from Mate Punch and Die and Ironworks that was forwarded to the <br />Economic Development Commission for review. EDC saw an opportunity to fulfill <br />their needs and at the same time promote commercial/industrial development by <br />having an area serviced by municipal utilities to accomodate those industries <br />requiring it. EDC's major concern has been for those who first developed their <br />businesses in Ramsey and have struggled to stay in business. EDC felt it is <br />important to bring in these utilities and begin a process of orderly <br />development. EDC does not want to put anybody out of business but they would <br />like to see tax increment revenues used for sewer and water which will in turn <br />promote development. <br /> <br />Mr. Eggem - Stated that as he mentioned at a previous Council meeting, the City <br />should consider an ordinance forcing development in the sewer and water area or <br />the investment in same will be for nothing as developers will not pay those <br />prices for land when they can go 1/4 mile away and be out of the sewer and <br />water district. <br /> <br />Leonard Spohn - 1808 103rd Avenue, Coon Rapids - Stated that he owns a parcel <br />of land bordering Anoka and it has been used for agriculture for the ten years <br />he has owned it. Stated that Anoka put utilities in the 200-300 acres east of <br />his parcel and he has not seen any development happening there.
