Lions Club Donation Of Park Shelter:

Mr. Hartley stated that the Ramsey Lions Club is~requesting approval to
construct a shelter at Central Park; the request has been reviewed with the
Park and Recreation Commission and they have indicated an appropriate location
for the shelter.

Councilmember Cox inquired as to how the funds for this project were generated.

Dave Bawden of the Lions Club was present and stated that the majority of the
funds are generated through pull-tabs along with fundraisers like the sand
drags and parking concession at Game Pair. The Lions are hopeful of
constructing shelters at other Ramsey parks as well.

Motion by Councilmember Schlueter and seconded by Councilmember Sorteberg
approving the Lions Club request to construct a shelter at Central Park and to
waive the building permit fee as the shelter is being received by the City as a
gift.

Further Discussion: Councilmember DeLuca inquired if the construction design
of the shelter lends itself to expansion. Mr. Bawden stated that development
plans for Central Park include a second shelter and a warming house; maybe
expansion of this initial shelter will not be required. Councilmember DeLuca
inquired if consideration has been given to security lighting within the
shelter. Mr. Raatikka stated that there is 110 power available at the well
nearby. Councilmember Sorteberg stated that the proposed location of the
shelter is close enough to existing lighting of fields to not require
additional lighting features.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
Schlueter and DeLuca. Voting No: None.

Case #4: Airport Resolution:

Mr. Hartley presented a draft resolution prepared by Staff regarding Gateway
North Airport pursuant to Council's direction of September 30, 1986 and
apologized for not having that resolution available at the October 7 Council
meeting. The intent of the resolution is to recite significant events that
have taken place and to resolve clearly what Council's intent is regarding
Gateway North.

Councilmember Cox accepted the apology but noted that this is not the first
incident of miscommunication and suggested Mr. Hartley assemble his own list of
'things to do' rather than waiting to use completed meeting minutes as a
reference of 'things to do'.

Mr. Hartley stated that the draft resolution indicates that the City has been
investigating the possibility of developing Gateway; the investigation is not
complete but the City has reached a point of having enough information to make
a declaration of intent.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt
Resolution #86-167 declaring intent to acquire and develop Gateway North
Industrial Airport with the following amendment: (Please refer to resolution
October 14, 1986
