improvements. <br /> <br />Motion by Councilmember Cox directing that $50,000 of the interest money <br />derived from the landfill fund, providing the landfill fund generates that much <br />interest, be earmarked for use in economic development proposals. <br /> <br />Further Discussion: Mr. Graczyk stated that the motion does nothing more than <br />what is already stated in the budget -- $50,000 will be transferred from the <br />landfill fund to the general fund. Councilmember Cox replied that his motion <br />sets a policy of landfill funds being used for economic development. <br />Councilmember Schlueter stated that in this policy setting motion, the City is <br />saying that every year $50,000 will be transferred from landfill fund to <br />economic development activities. Councilmember Cox stated that he intended the <br />transfer and it's use for just 1987; specific economic development use can be <br />determined at the time of the transfer approval. Mr. Jack Ippel stated that <br />the Economic Development Commission and Economic Development Company have <br />discussed conducting a joint meeting with Council to explain economic <br />development proposals and where expenditures should be made. Mr. Graczyk <br />stated that the budget already proposes to use $50,000 of landfill interest <br />funds; Councilmember Cox's motion is actually proposing another $50,000 to be <br />used for economic development. Mr. Graczyk stated that Councilmember Cox has <br />two choices: eliminate the second $50,000 transfer being authorized or find <br />additional sources to cover this second $50,000 increment. Councilmember Cox <br />replied that his motion was to designate that the existing $50,000 transfer <br />from landfill funds be used for economic development; do not want the $50,000 <br />transfer from landfill to be used for parks as presented in the budget. <br /> <br />Councilmember Cox withdrew his motion. <br /> <br />Mr. Hartley stated that until the entire budget is adopted, he doesn't feel <br />technicalities are that important right now; staff is keeping track of the <br />desired changes. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca, for <br />discussion, that $50,000 of the interest money derived from the landfill fund, <br />providing the fund generates that much interest, be earmarked for use in <br />economic development proposals. <br /> <br />Further Discussion: Mr. Graczyk stated that Councilmember Cox's motion is <br />not removing the park expenditure and thereby increases the transfer from <br />landfill fund by another $50,000. Councilmember DeLuca inquired if the <br />transfer from landfill even has to be in the budget as the budget revenues do <br />not include landfill funds and use of those funds do not have to be budgeted <br />and can happen at any time. Mr. Hartley stated that Council should disclose <br />what their intentions are in the budget; use of landfill funds in an emergency <br />situation should be the only unplanned use of the funds. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca.
