$18,708 for light equipment operator; and eliminate the proposed $13,832 for <br />development intern; with the savings to be considered for another use. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cox, Sorteberg and <br />DeLuca. Voting No: Councilmember Schlueter. <br /> <br />Mr. Hartley referred to requested positions presented in the budget and <br />inquired about a building maintenance person. <br /> <br />Motion by Mayor Reimann and seconded by Councilmember Cox to approve including <br />in the budget the requested position of building maintenance at a $12,733 pay <br />rate. <br /> <br />Further Discussion: Councilmember Cox stated that he favors contracting <br />maintenance tasks versus hiring a part-time municipal employee that will <br />balloon into a full-time position which will have to be paid benefits. <br />Mr. Hartley stated that contracting general maintenance tasks will cost the <br />taxpayers more; currently the city is spending $16,000 contracting individual <br />items, most of which could be accomplished by one individual. Mr. Hartley <br />stated that there are many maitenance items that are not getting taken care of <br />and that concerns him; they can be contracted out but he believes the cost will <br />be a great deal more than the cost for a part-time individual with benefits. <br />Councilmember Cox stated that he has observed individuals that are hired for <br />certain tasks and not being able to accomplish same, they recommend tasks being <br />contracted out. Councilmember Cox noted that hiring a maintenance person would <br />also require purchasing tools and equipment for that person to work with. <br />Mayor Reimann called for a vote. Councilmember DeLuca stated that he had a <br />question he would like answered prior to voting on the motion. Mayor Reimann <br />noted that the vote had been called for. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg and <br />Schlueter. Voting No: Councilmember Cox. Abstain: Councilmember DeLuca. <br /> <br />Council and staff proceeded to discuss the request for funding from Economic <br />Development Commission and Corporation and a source for those funds. <br /> <br />Mr. Hartley stated that a lot of the debate generated has been that the <br />landfill deters the economic ability to perform as a community and it has <br />been said many times that Ramsey should be compensated for that lost potential. <br />Those landfill funds are not planned in the revenues of the city budget and <br />would not require a counter-balancing reduction in some other area of the <br />budget if Council chose to use that source to fund economic development <br />activities. <br /> <br />Councilmember Cox noted that the budget proposes a $50,000 transfer from the <br />landfill fund to be earmarked for park improvements. <br /> <br />Mr. Graczyk stated that the $50,000 from landfill to parks was presented to be <br />consistent with 1985 and 1986 budget policies. What is presented does not <br />require changing; the transaction will not happen until the transfer itself is <br />brought before Council for approval. <br /> <br />Councilmember Cox stated that he feels landfill funds should be funneled <br />towards economic development efforts and ad valorum being used for park <br /> October 14, 1986 <br /> <br />Page 8 of 10 <br /> <br /> <br />
