retire them as staff cars; doubt cities come out ahead by selling vehicles <br />during a supposedly higher resale period, 60,000-75,000 mileage reading. <br /> <br />Mr. Hartley noted that police vehicles rack up a lot of idling time which is <br />not reflected on odometer readings and is a stress to engines. <br /> <br />Councilmember DeLuca questioned how the city could be held liable for a police <br />vehicle failing in a specific situation if the vehicle had been maintained <br />properly. <br /> <br />Mr. Hartley replied that Chief Auspos is eluding to a very basic, general law <br />that says if you know about a problem and do nothing about it, then you are <br />responsible. Mr. Hartley stated that the two vehicles Mr. Auspos is requesting <br />be replaced currently have mileage readings of 100,000 and 88,000 miles; if <br />replacement is approved, the city would not receive those vehicles until June <br />of 1987. <br /> <br />Mr. Graczyk noted that two squad cars were included in the consideration of the <br />use of federal revenue sharing funds currently available. <br /> <br />Council proceeded to review the hiring of additional staff proposed in the <br />budget. <br /> <br />Mr. Hartley stated that a lot of the tasks outlined by the Economic Development <br />Commission could be accomplished by a development intern. <br /> <br />Councilmember Cox stated that economic development is a serious issue and <br />merits the hiring of an experienced person. The City should proceed to address <br />the needs of the EDC: star city program requirements, revolving loan fund and <br />qualified individual to coordinate economic development and promote the city. <br />An alternative would be to hire more clerical help to free up Ms. Norris to do <br />more of the things she was hired to do -- coordinate development and assist <br />developers. <br /> <br />Mr. Hartley stated that all four of the positions requested are low-end <br />supplementary positions (finance intern, development intern, part-time clerical <br />and light equipment operator). The positions listed are people who can assist <br />in what needs to be at a rate of pay that is somewhat less than what you would <br />have to pay for someone with an equal amount of education on a full-time basis. <br />Noted that the development intern was not intended to take the place of <br />development person requested by EDC. <br /> <br />Mayor Reimann inquired as to the need for a light equipment operator. <br /> <br />Public Works Superintendent Mevissen replied that the heavy equipment operator <br />is in a training program to manage the water system, a position which must be <br />licensed. Currently, that person cam work between the water system and heavy <br />equipment; should be training in a light equipment operator to be sure that <br />area is covered when it becomes necessary to have a full-time water system <br />program going. <br /> <br />Motion by Counc ilmember Cox and seconded by Councilmember Sorteberg to approve <br />the new positions for 1987 presented in the proposed budget with the following <br />adjustments: $6,916 for a finance intern; $6,604 for temporary clerical; <br /> October 14, 1986 <br /> <br />Page 7 of 10 <br /> <br /> <br />
