Mr. Hartley recalled that at the special Council meeting of October 7, 1986, <br />two requests from senior citizens for deferment of special assessments were <br />denied. Since that time, it has been determined that there are conflicts <br />between State statutes, city ordinances and city charter. Staff will be <br />presenting the case for reconsideration at the next regular Council meeting. <br /> <br />Mayor Reimann inquired as to the status of Mr. George Adams' request of October <br />7, 1986 for forgiveness on the balance of street assessment due. <br /> <br />Mr. Hartley replied that Mr. Adams' request will also be on the October 28 <br />Council agenda. <br /> <br />Mr. Hartley referred to the scheduling of special Council meetings and stated <br />that his policy is only to schedule them when there are items that require <br />immediate attention and cannot wait until the regular Council meetings. <br /> <br />Council advised Mr. Hartley to continue with that policy and Mayor Reimann <br />requested that Mr. Hartley attempt to limit special meetings to only those <br />cases that were appropriately advertised. <br /> <br />Proposed 1987 City Budget: <br /> <br />Mr. Hartley recalled that Council adopted the tax levy at the October 7 meeting <br />and Finance Officer Graczyk has prepared an analysis of what that action <br />reflects in the form of estimated property taxes for given pieces of <br />properties. <br /> <br />Mr. Graczyk reviewed that analysis with Council. The analysis reflects that <br />the City came very close to keeping the tax level as close as possible to last <br />year's. Mr. Graczyk noted that the County tax levy has not yet been set and <br />what the final tax base will be is unknown. Future budgets will include a <br />comparison of the city projected versus the actual based on figures received <br />from the County. <br /> <br />Mr. Hartley stated that it has been recommended by many officials throughout <br />the years that cities target a fund balance to be maintained the general fund <br />that equals the amount of cash flow required in addition to the amount of funds <br />received from other governmental units. Those other governmental revenue <br />streams can be cut off with no warning after cities planned for those funds in <br />their budget; the city would still have to operate and would not have a chance <br />to recover from that loss of revenue until the next taxing cycle. Once those <br />guidelines are set regarding a fund balance, Staff will be able to inform <br />Council how much funds are available above and beyond the fund balance for <br />budgeting. Current fund balances are in good shape. Mr. Hartley stated that <br />he will draft a resolution, for council consideration, setting a policy of <br />maintaining a fund balance equal to cash flow requirements, governmental <br />revenues and any other specially designated reserves. <br /> <br />Council proceeded to review Police Chief Auspos' letter regarding policy for <br />replacement of police vehicles dated October 9, 1986. <br /> <br />Mayor Reimann stated that he believes the city will get more for it's money by <br />utilizing vehicles for police activity until 100,000 mileage reading and then <br /> October 14, 1986 <br /> <br />Page 6 of 10 <br /> <br /> <br />
