Pre -Demolition Survey <br />8020 — 147th Ave. NW, Bldgs. 1 & 2, Ramsey, MN <br />Page #2 <br />INTRODUCTION <br />Techtron Engineering Inc. <br />TEI Job #F12-2879 <br />September 4, 2012 <br />Techtron Engineering, Inc. was retained by the City of Ramsey to perform a pre -demolition <br />survey of the buildings located at 8020 — 147th Avenue NW in Ramsey, Minnesota. There were <br />two buildings on the subject property which were both planned on being demolished in the near <br />future. <br />The survey was performed on August 27, 2012. <br />Scone of Study <br />The purpose of this study was to identify asbestos -containing materials in the building so they <br />can be removed prior to the demolition. In addition, hazardous materials were inventoried in <br />the building for proper removal and disposal prior to the demolition of the building. <br />Destructive entry was performed, and specific locations of asbestos containing materials were <br />identified. <br />Every accessible material in the facility was neither sampled nor analyzed. Rather, materials <br />were grouped homogeneously based on date of application, color, size, etc. Samples of each <br />homogeneous group were then taken and analyzed for asbestos. <br />Standards <br />The Occupational Safety and Health Administration (OSHA), the state of Minnesota, and the <br />Environmental Protection Agency (EPA) all have promulgated regulations governing <br />asbestos in buildings and/or asbestos exposure in a working environment. <br />OSHA Standards State that personnel asbestos exposure must not exceed 0.1 fibers per cubic <br />centimeter of air based on an 8-hour time weighted average. <br />Minnesota regulations state that any damaged, friable asbestos must be repaired and that <br />asbestos must be evaluated prior to any planned renovation. The Minnesota Department of <br />Health also has rules governing asbestos abatement. These rules govern worker training, <br />abatement notifications, licensing, methodology, etc. <br />The EPA governs the disposal of asbestos, air emissions, and notification procedures for <br />abatement. The EPA also governs asbestos in schools and asbestos in demolition projects. <br />
