CC Work Session 2. 2. <br />Meeting Date: 09/25/2012 <br />By: Mark Riverblood, Engineering/Public <br />Works <br />Title: <br />Update on Process and Progress of the Mississippi Skyway <br />Background: <br />The proposed pedestrian overpass over US Hwy's # 10 & #169 known as the Mississippi Skyway has been discussed <br />for many years and is gaining momentum with considerable progress in the recent months. <br />The most recent success (aside from the physical construction of the Northstar rail station skyway that this project <br />will connect to) is the pending award of $100,000 in Transit Oriented Development funding for finalizing the <br />planning for this project. Specifically, the TOD application stated that: <br />The TOD Pre -Development funds will be used to collect and prepare all remaining information and approvals for <br />the 'Mississippi Skyway' (except the actual Bidding Documents) for submission for Federal Funding (see Sec. IV, 1 <br />above). To include: <br />A) Base information gathering required to perform final design process: $45, 000 - <br />geotechnical, survey & project team site analysis. Create documents (with graphics to clearly present and <br />communicate design ideas), and establish professional direction and permitting required to perform geotechnical, <br />soil borings, and surveys. <br />B) Complete planning process, secure approvals on final alignment, (public & agencies): $55, 000 -Coordination <br />with all rail and transportation agencies as required at Federal, State, County & City levels to secure written <br />approval on final alignment including approved proposed bridge pier locations and specifications. Refine plan <br />layout and detail design to have clear and complete MnDot approval on these directives prior to beginning <br />Construction Documents. <br />Additionally, while there has been a steady progression of movement for the Mississippi Skyway, there remains <br />several important elements that need to come together in sequence to stage this project for funding.
