PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Tuesday, October 7, 1986 <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Sorteberg <br />Councilmember Arnie Cox <br />Councilmember Steve DeLuca <br />Councilmember Jean Schlueter <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Finance Officer Noel Graczyk <br />Reporter Kathy Cassidy <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the special Council meeting to order at 8:03 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />CIT%ZEN INPUT <br /> <br />George Adams - 4050 177th Avenue NW - Stated that he bought his property in <br />1977 and at the time it was described to him as one parcel; learned there are <br />actually two parcels upon receiving property valuation statement; later <br />received two assessments for street construction. The vacant lot is low and <br />usually under water; in 1978, the County determined that the lot is unbuildable <br />and devalued it to $1,000; present valuation on the vacant lot is $800. Mr. <br />Adams stated that he found out from Mr. Wirz that the lots could be combined <br />into one and he rooks steps to do so this past summer. He is now receiving one <br />assessment for street sealcoating and feels he should be forgiven the balance <br />of initial street construction costs as he has been paying that at a rate of <br />two assessments for many years. <br /> <br />Mayor Reimann stated that with some fill added, the lot could be buildable; <br />city past policy has been to assess each buildable or potential buildable lot. <br /> <br />Mr. Adams stated that estimates for fill are in the $20,000 range; DNR says the <br />lot is unbuildable. <br /> <br />Councilmember Cox pointed out that the lots have been combined into one and no <br />further building permits can be issued for that property unless subdivision <br />occurs; other agencies have taken action based on their determination of it's <br />unbuildability; the property received one assessment for sealcoating and it is <br />possible that it should have received only one assessment for construction. <br /> <br />Mr. Hartley stated that staff will do some research and have all the facts and <br />options available relating to Mr. Adams' case at the October 21 Council <br /> October 7, 1986 <br /> <br />Page 1 of 6 <br /> <br /> <br />
