meeting. <br /> <br />couNcIL BUSINESS <br /> <br />Change Order ~1 For Municipal Well No. 2: <br /> <br />Mr. Hartley stated that City Engineer Raatikka has prepared a change order to <br />adjust the contract for municipal well system no. 2 to delete certain items <br />(test well, procedures for testing test well, sod and seeding, some control <br />devices, sophisticated electrical conduct); net decrease in price of contract <br />is $10,736.25. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg approving <br />Change Order #1 to the construction contract for Water System Improvement <br />Project #86-16, Municipal Well No. 2 and Modification To Pumphouse No. 1. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Requests For Deferment Of Special Assessments: <br /> <br />Mr. Graczyk stated that requests have been received for the purpose of having <br />special assessments deferred for two senior citizens. City Ordinance, pursuant <br />to State Statute, states that application for deferment must be made before the <br />final assessment rolls are approved; those rolls were approved September 15 and <br />applications for deferment have been received since September 29. City <br />Ordinance also states that a hardship may exist if the assessment exceeds <br />$300.00; both applications are for assessments less than $300.00. Council did <br />approve a deferment application for a disabled individual in 1985 for an amount <br />less than $300; if applicants meet all requirements for deferment except the <br />$300 minimum figure, should staff follow past Council policy and process the <br />deferment or should applications continue to be brought to Council for review? <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to deny <br />applications for deferment of special assessments from Mr. Jelinik and Mr. <br />Riewe based on non-compliance with Minnesota State Statute guidelines for same. <br /> <br />Further Discussion: Mr. Graczyk stated that the initial notice of the proposed <br />project informs citizens of the deferment provision and appropriate timing for <br />doing so; there is sufficient time to take action within State Statute <br />guidelines; the deferment provision and process will be highlighted even more <br />in the future. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg directing <br />that all requests for deferment of special assessments be presented to Council <br />for review.
