MSAS system.

Mr. Dennis Peck was present representing North Pork, Inc. and requested that
Council, when updating and revising the MSA map, consider designating an
extension from Bowers Drive north across the railroad tracks and Hwy. #10 to
meet with 153rd and remove designation from Puma to better coordinate
intersection of collector streets along Hwy. #10.

Mayor Reimann directed City Administrator Hartley to schedule a meeting between
City Engineer Raatikka and the Road and Bridge Committee in early 1987 to
review possible changes to the MSAS system. Mayor Reimann also directed that
Mr. Dennis Peck be notified and invited to attend the meeting.

Discuss Certificate Of Lot Survey Requirement:

Ms. Norris stated that she and Building Official Elvin Erickson met with
Councilmember Sorteberg to review whether the City should continue to require
certificate of lot surveys be submitted with all building permit applications.
Ms. Norris stated that she and Councilmember Sorteberg recommend that the City
should require certificate of surveys as outline in a memo from Building
Official Erickson dated October 7, 1986, i.e., new construction on less than 2-
1/2 acres should submit a certificate of lot survey; on parcels larger than 2-
1/2 acres, the requirement would be at the discretion of the building official.

Mr. Hartley stated that another side issue to be discussed is site plan
requirements in the Industrial area. Mr. Hartley stated that City Code does
not require a certified site plan for development in the Industrial area.
Council and staff have to be sure they know what is being proposed and accurate
information is available regarding development taking place in the Industrial
area.

Council directed staff to obtain input from the Planning and Zoning Commission
regarding requiring certified site plans.

Motion by Councilmember Schlueter and seconded by Councilmember DeLuca to adopt
as policy, Building Official Elvin Erickson's recommendation contained in his
memo of October 7, 1986 regarding requiring certificate of lot surveys.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
Schlueter and DeLuca. Voting No: None.

Adopt Resolution Re~arding Community Development Block Grant
Funds:

Ms. Norris stated that the City is required to spend it's CDBG funds within a
certain period of time or lose it's allocation. The City has not spent it's
current allocation but there are several eligible projects in the offing.
Request that Council adopt a resolution stating the intended use of the funds
and request an extension from Anoka County for expenditure of CDBG funds.

Motion by Mayor Reimann and seconded by Councilmember Schlueter to adopt
Resolution #86-196 requesting an extension from Anoka County on the City's
City Council/November 25, 1986
