Councilmember Cox stated that there is a request for a variance to access on
Variolite in order to build on property that does not have an access.

Mrs. Pomeraning stated that she has a letter from Mr. Goodrich stating that the
property she owns (that Mr. Vasseur is proposing to buy) does have access; at
the last Council meeting, Mr. Goodrich claimed the access was for farm
equipment use; the letter does not state that.

Council directed the City Engineer to cease pursuing easements for the
extension of 155th as there are no intentions to build that extension in the
near future.

By this action, the decision is made that Mr. Vasseur will not be able to
access his property from the future 155th. Mr. Vasseur will then require a
variance to street frontage requirements and an access onto an MSA street.

Motion by Councilmember Sorteberg and seconded by Councilmember Cox that
provided Mr. Vasseur can develop his parcel with a 40' easement and a 40'
setback, City Council approves the request for a variance to the 200' street
frontage requirement and access onto an MSA street. Further, that when and if
an MSA road is developed to comtinue the east/west corridor, Mr. Vasseur's
access onto Variolite will become part of that MSA extension and his property
will then access that MSA street rather than have a private driveway onto
Variolite.

Further Discussion: Mr. Vasseur stated that he understands the motion but
people affected by the proposed alignment for the extension of 155th still
don't know anything for sure. Mr. Goodrich stated that those people can do
whatever thay like with their property; that the City has not acquired any of
it for street right-of-way. Councilmember Cox stated that the alignment for
the extension of 155th is proposed and doesn't mean any more than that.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers $orteberg, Cox and
Schlueter.
