Further Discussion: Councilmember Cox stated that a lot of thought has gone
into this case and taxing districts seems to be the only reasonable choice.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
Schlueter and DeLuca. Voting No: None.

Motion by Councilmember Sorteberg and seconded by Councilmember Cox to adopt
Ordinance #86-11 establishing the Mississippi River storm sewer taxing
district. (Please refer to ordinance file for Ordinance #86-11).

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
$chlueter and DeLuca. Voting No: None.

~ Proposed Alignment Of 155th Avenue NW Between Variolite NW ADd Armstrong Blvd. NW:

Mr. Hartley stated that at the October 28, 1986 Council meeting, Council
ordered the right-of-way plans for the extension of 155th Avenue NW.

Mr. Hartley stated that the City has received a letter from Mr. Kenneth Volkman
opposing the centerline alignment for the proposed extention of 155th Avenue NW
from Variolite to Armstrong at 153rd.

Council received the letter.

Council reviewed the extension as it is proposed in the State Aid street map
and as Mr. Volkman would like it aligned. Mn/DoT recommends remaining with the
extension as originally planned.

Mrs. Volkman stated that the proposed road alignment would pass right over her
drainfield and property value would decrease because of a thoroughfare passing
so close to her back yard.

Mr. Goodrich noted that it is very likely that the proposed extension would not
be developed for many years; there may be many changes to MSA plans, or no MSA
at all, years from now. Taking that into consideration, MSA may not be
affected but the Volkman's will be affected right now if Council takes the
easement as projected and recommended in the thoroughfare plan.

Mr. Raatikka stated that this information came up in the process of following
Council direction of October 28; it Council does not intend to build the road
according to the alignment proposed, there is no point in pursuing the right-of-
way plan.

Mr. Lowell Vasseur stated that the people living along the proposed right-of-
way should have input as to whether or not the road is built as planned.

Councilmember Cox stated that Council is not interested in extending 155th to
tie into 153rd at Armstrong Blvd.

Mr. Volkman inquired as to what prompted the discussion of extending 155th.

City Council/November 25, 1986
