Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />$chlueter and DeLuca. Voting No: None. <br /> <br />Councilmember Sorteberg stated that the property owner may have problems with <br />the mortgage company when trying to sell the lots because they front a public <br />road and have no access. <br /> <br />Elected Officials' Salarie~: <br /> <br />Mr. Hartley stated that staff has prepared a sample ordinance for increasing <br />council salaries; that he and Mr. Goodrich have concluded that the effective <br />date of the must follow a municipal election; but the effective date of the <br />salary increase can be retroactive. <br /> <br />Mr. Goodrich stated that he has concerns with the mechanics of carrying out a <br />retroactive date for salary increases to councilmembers. Mr. Goodrich stated <br />that he is not so sure that a retroactive date for increases accomplishes the <br />intent of having to go through an election in order to get the salary that was <br />established. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg directing <br />staff to place the case of 'Elected Officials' Salaries' on the Council agenda <br />for July, 1987. Further, that at that time information be available regarding <br />metro area council salaries for the 1987-1988 time period. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />~ Adopt Ordinance Establishin~ Sewer Ta~in~ Districts: <br /> <br />Mr. Hartley stated that the two proposed storm sewer taxing districts reflect <br />the area that drains to the Rum River and the area that drains to the <br />Mississippi River. If the ordinances are adopted, any storm sewer expenditures <br />can be paid for via the taxing districts after a public hearing is held and if <br />51% of the registered voters do not petition against the proposed improvement. <br />The ordinances excludes, for 5 years, certain subdivisions that have already <br />developed storm sewer improvements. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt <br />Ordinance #86-10 establishing the Rum River storm sewer taxing district. <br />(Please refer to ordinance file for Ordinance #86-10). <br /> <br />City Council/November 25, 1986 <br /> <br />Page 11 of 17 <br /> <br /> <br />
