The hour was late and Council consensus was to table discussion of comparable <br />worth to a future council meeting. <br /> <br />Case #15: Closed Executive Session For Labor Relations: <br /> <br />Councilmember Cox stated that he doesn't feel it is appropriate to have in- <br />house staff (Mr. Hartley) in the difficult position of labor relations <br />negotiator; that the negotiator should be someone that doesn't have the day to <br />day working relationship with the personnel, like the city attorney for <br />instance. <br /> <br />Councilmember Sorteberg stated that Mr. Hartley is the most experienced staff <br />person in the area of labor negotiations; it might be an awkward position to be <br />in but it's part of the job. <br /> <br />Mayor Reimann suggested that Councilmember Cox's recommendation be tabled to a <br />special meeting after the closed executive session; that Councilmember Cox's <br />opinion might change after the closed executive session. <br /> <br />Mr. Goodrich stated that his serving as labor negotiator would give the feeling <br />of independence Councilmember Cox is looking for but he could not lend the <br />experience to the position that Mr. Hartley could. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cox to schedule a <br />special Council meeting for January 6, 1987 at 7:30 p.m. to address necessary <br />organizational matters as they relate to the new City Council effective January <br />1, 1987; to schedule a closed executive session for labor relations purposes on <br />January 6, 1987 at 8:00 p.m.; and that the special council meeting be called <br />back to order following the closed executive session for the purpose of <br />discussing appropriate labor negotiating personnel. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Case #16: <br /> <br />Special Council Meeting To Consider The Extension Of Sanitary <br />Sewer And Water Improvements To The Industrial Area Of Ramsey: <br /> <br />Mr. Hartley stated that the 60 day waiting period for receiving comments and/or <br />petitions for or against the proposed extension of sanitary sewer and watermain <br />to the Industrial area expires on December 22, 1986. Mr. Hartley inquired if <br />Council would like to address this issue at their regular meeting in January or <br />schedule a special meeting. <br /> <br />Council consensus was to place the case of sanitary sewer and watermain on the <br />January 6, 1987 special council meeting agenda; if case probl~us arise, action <br />can be taken at the January 6 meeting to table the case until the regular <br />January meeting. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />a) Precinct Meetings - <br /> <br />December 16, 1986 <br /> <br />Page 12 of 13 <br /> <br /> <br />
