business districts and allow them in industrial areas for storage only; past <br />actions have been to allow pole buildings provided they are 'dressed up' with <br />brick facade. Somewhere between ordinance language and enforcement, the intent <br />is being missed. Mr. Hartley inquired if Council wants to begin enforcing the <br />ordinance to the letter or amend it to allow for dressed up pole buildings. <br /> <br />Councilmember Cox stated that enforcement of the ordinance was relaxed as the <br />economy went down. Councilmember Cox also noted that in his opinion, some <br />pole buildings look as good after 20 years as they do the year they are built; <br />that he thinks a pole building with a brick facade will not require as much <br />maintenance to retain it's aesthetics as a cement block building. <br /> <br />Mr. Hartley stated that the purpose of an ordinance and it's enforcement <br />is to assure property owners making an investment that the quality of <br />development adjacent to theirs will not be of a significantly lower level to <br />cause their building to be of a lesser value; can a high quality of building be <br />maintained with dressed up pole building type structures. Council should be <br />giving thought and consideration to setting a quality level for building. <br /> <br />Council consensus was to place this subject on a future Council agenda for <br />further discussion. <br /> <br />Case #9: Minnesota Department Of Transportation Agency Agreement: <br /> <br />Mr. Raatikka requested Council authorization to enter into the Minnesota <br />Department of Transportation Agency Agreement; an agreement that will be <br />required in the event Ramsey should receive Federal funds for a project. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Schlueter to adopt <br />Resolution #86-200 authorizing the Mayor and City A~ministrator to execute and <br />enter into the Minnesota Department of Transportation Agency Agreement. <br />(Please refer to resolution file for Resolution #86-200). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Case 97: Discussion Regarding Certified Site Plans; <br /> <br />Ms. Norris reported that Planning and Zoning recommends that the City require <br />certified site plans for any commercial and industrial proposals/activities. <br /> <br />Motion by Councilmember $orteberg and seconded by Councilmember DeLuca <br />directing City Staff to amend the Zoning Ordinance to require certified site <br />plans for commercial and industrial activities. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca.
