Division) and communities will have the option to investigate their own felony <br />crimes rather than having to pass th~n on to ACCID for investigation. <br /> <br />Councilmember Cox stated that he abstained from voting on the proposed policy <br />change because even though the new process might lend itself to better law <br />enforcement, it could end up costing more money for added personnel if the <br />city chooses to investigate it's own felony crimes. Members should not have <br />been expected to vote on an issue prior to it being reviewed by their full <br />councils. <br /> <br />Motion by Councilmember COx and seconded by Councilmember DeLuca directing that <br />City Council review it's policy regarding representative voting on issues that <br />have not had prior review by the full Council. <br /> <br />Further Discussion: Councilmember COx stated that other than the name change, <br />the only major change to the process is that individual communities will have <br />the option to investigate their own felony cases; cost for MCIU (ACCID) <br />services will not decrease because that agency will not be decreasing it's <br />number of employees; certain classifications of crimes must still be <br />investigated by MCIU (ACCID). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Cage #17~ <br /> <br />Request For Metes And Bounds Subdivision: Case Of Mrs. Ella <br /> <br />Ms. Norris stated that Planningand Zoning recommends approval of Mrs. Ella <br />Pomeraning's request to spilt off an ll acre parcel from the 80 acre parcel. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember COx to approve <br />Mrs. Ella Pomenraning's request for a metes and bounds subdivision to split off <br />11 acres from an 80 acre parcel. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Case ~10: Discussion Regardin? Dumping Snow In Ramsey: <br /> <br />Ms. Norris stated that Planning and Zoning has expressed concern regarding <br />pollutants that might be deposited in Ramsey by contractors disposing of snow <br />plowed in other communities within our city . <br /> <br />Council consensus is that the snow being disposed of in Ramsey by contractors <br />is most likely fresh snow that has not yet been polluted; no further action <br />will be taken unless specific complaints are submitted. <br /> <br />Case #6: Discussion Regarding Pole Buildi~qs: <br /> <br />Mr. Hartley recalled that Council has n~t with Planning and Zoning and Economic <br />Development regarding maintaining the level of development at acceptable <br />standards in the business and industrial areas, especially with respect to pole <br />buildings.
