Case 95: Purchase Of Property For Public Works Building:

Mr. Raatikka stated that Mr. Raudio is developing 70 acres located south of
149th and approached the City to determine if there is interest in purchasing
part of the property for a public works facility. Mr. Raatikka stated that he
has reviewed the property and either Parcel A or B would be appropriate for
city use. If Ramsey Airport proceeds as planned, the easterly 5 acres of
parcel B would be acquired for airport clear zone and Cty. Rd. 116 would be
shifted north and could sever the subject property.

Mr. Raudio noted that a portion of this 70 acres is the property for which
he presented his commercial/hcmestead concept earlier this evening. Mr. Raudio
noted that both parcels have 100,000+ yards of useable fill that could be
removed; the purchase price of the property could be realized in the cost
savings for fill material.

Discussion ensued regarding the possibility of locating a public works building
on airport property as the airport would have to be maintained by the city and
maintenance buildings on airport property are eligible 2/3 funding; the Raudio
property is in a clear zone and not on airport property. The possibility of
the Raudio property being a suitable site for future municipal wells was also
discussed.

Motion by Councilmember Cox and seconded by Councilmember Schlueter directing
city staff to prepare an evaluation of the Raudio property as a site for the
public works building including an updated estimate of the quantity of fill
material available and a recommendation regarding the existing public works
site including the feasiblity of moving and/or selling the existing buildings.
This information should be available for Council review at the regular meeting
in January.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
Schlueter and DeLuca. Voting No: None.

Case #18: Purchase Of Squ_ ad Car:

Police Chief Auspos stated that purchase orders must be submitted to Hennepin
County Purchasing Agency by December 19. The budget approved the purchase of 2
cars; attempts will be made to rebuild one of the squad cars before ordering a
second new one.

Motion by Councilmember COx and seconded by Councilmember Schlueter authorizing
the purchase of a 1987 squad car through the Hennepin County Purchasing Agency.

Motion carried.
