<br />Introduction
<br />Warren has worked extensively with public officials helping with stra-
<br />tegic planning and management of their solid waste programs. His
<br />involvement has ranged from strategic policy development and pre-
<br />liminary planning and feasibility analyses, through facility design and
<br />development, permitting, construction operations, and monitoring/trou-
<br />ble-shooting. Technologies include all aspects of an integrated solid
<br />waste management system. He has worked successfully with small
<br />rural, large metropolitan agencies, and state agencies.
<br />Relevant Experience
<br />• Solid Waste Facilities. Managed hundreds of solid waste projects
<br />helping to improve clients' effectiveness of solid waste collection,
<br />MRFs, waste -to -energy, transfer stations, landfills, composting,
<br />landfill gas systems, leachate management, and household
<br />hazardous waste facilities. Responsibilities included strategic
<br />business planning and policy statements, market analysis, financial
<br />analysis, site selection, feasibility studies, facility design, permitting,
<br />procurement and contracting, public relations, regulatory liaison,
<br />legislative assistance, construction, operations, troubleshooting,
<br />monitoring, closure, remediation, long-term care and marketing.
<br />• Business Planning and Strategic Management. Warren initiated
<br />Foth's focus on helping public agencies thrive in the competitive
<br />market. He has managed several projects involved with evaluating
<br />options available for public solid waste agencies' facilities/programs,
<br />including landfills, composting, waste -to -energy, MRFs, public
<br />education, HHW, and solid waste/recyclables collections. Projects
<br />included waste security plans, business plans, strategic plans, master
<br />plans, mission statements, and guiding principles —all of which
<br />relate to the role of public solid waste agencies in a competitive
<br />market.
<br />• Economic Analyses. Warren has conducted numerous cost/benefit
<br />and/or life -cycle cost analyses on solid waste systems. This is a key
<br />component of many long-term planning or strategic management
<br />plans. The analyses and spreadsheets are always tailored to the
<br />specific system. The analyses often include demographics, waste
<br />flows, and costs for transfer stations, direct hauls, recycling,
<br />composting, waste -to -energy, landfilling, as well as landfill capacity
<br />utilization and material revenues. Costs such as operating costs and
<br />debt service are presented as cost per ton, cost per person, cost per
<br />household, or other appropriate manners. The life -cycle analyses
