Managed the <br />development of comprehensive solid waste management plans in <br />Iowa, Minnesota, and Wisconsin. Comprehensive plans typically <br />address all areas of solid waste management from documenting <br />waste generation to evaluating possible alternatives for managing <br />the waste, developing detailed cost estimates, developing <br />implementation plans, facilitating public participation, and making <br />public presentations. <br />• Collection Efficiency Analyses and Contracts. Project manager <br />for Minnesota Pollution Control Agency (MPCA) study analyzing <br />open versus organized collection. Project manager for a procurement <br />process (RFP and service agreement) for over 75,000 households <br />in 21 communities in the Des Moines Metro area. Served as <br />project manager for a detailed analysis of collection efficiency for <br />Davenport and Bettendorf, Iowa, with options to address automated <br />collection of MSW and single -stream recycling. Served as lead <br />technical consultant for the Ramsey/Washington Public Collection <br />Study. Provided technical coordination for unit -based rate study <br />for city of West Des Moines, Iowa, automated collection system. <br />Served as project manager for another collection contracting process <br />in the Des Moines Metro area as the regional waste authority, Metro <br />Waste Authority is coordinating all solid waste collection for their <br />municipal members. Managed a review of the collection system <br />rates and competitive nature in Duluth, Minnesota. Managed <br />an analysis of curbside collection in the Des Moines metro area. <br />Developed a Request for Proposal which led to three contracts for <br />collection of over 100,000 homes in the Des Moines area. Analyzed <br />curbside and drop-off collection approaches as part of recycling <br />implementation programs in Portage County, Wisconsin; Mankato, <br />Minnesota; Hardin County, Sioux City, Marshalltown and Caroll, <br />Iowa. <br />Recycling Drop -Off Center Analysis & Plan Development <br />City of Ramsey, MN —October 2012 <br />8Foth <br />1-5 <br />
