Since joining Foth in 2012, <br />Susan has developed a new model ordinance and standards for solid <br />waste and recycling, analyzed recycling collection options and ways of <br />expanding plastics recycling. Susan provides technical research in sup- <br />port of public solid waste agencies. <br />Relevant Experience <br />• Strategic Planning and Operations - Solid Waste and Recycling <br />Services. Developed a comprehensive, integrated system of solid <br />waste management for a city of 105,000 dwelling units. Provided <br />garbage, recycling, large item/problem material and yard wastes <br />services on a routine basis. <br />• Transfer Station Management. Managed two transfer stations for <br />yard wastes, citizen drop-off and emergency response operations. <br />Managed in-house fleet. <br />• Contract Collection Services. Managed contract collection <br />services for one-half of the city dwelling units. Progressed the <br />division from a general fund subsidized operation to a fully <br />enterprise operation that contributed funds to the General Fund. <br />Added services such as graffiti removal, litter container collection <br />and Clean City functions at no additional costs to rate payers. Sought <br />and obtained outside contracts for services that provided additional <br />revenue sources for the division. <br />• Customer and Staff Satisfaction. Managed customer service call <br />center that the eventual 311 call center was patterned after. Managed <br />in-house development of field and office customer, inventory <br />and billing data management system that improved integration of <br />services and reduced system costs. Staff management resulted in <br />highest worker engagement and job satisfaction in city. Managed <br />services to result in highest customer satisfaction of all city services. <br />Safety and employee management resulted in recommendation by <br />the Society of Civil Engineers that SW & R be the model for other <br />Minneapolis Public Works divisions to follow. Developed innovative <br />neighborhood cleanup, litter control and participation programs that <br />received neighborhood acclaim, reduced crime and resulted in the <br />Chief's Award of Merit. <br />• Organics and Yard Waste Collections.
