that defined the base level of services for <br />each operation. The base service levels <br />provided the data to develop preliminary <br />needs for site size and location. Potential <br />site selection criteria were developed. The <br />report concluded that there are significant <br />potential cost saving advantages for a <br />joint project. The second phase included <br />developing conceptual site layouts for <br />several specific sites proposed by the City. <br />The conceptual layouts worked with the <br />constraints of the existing sites to effectively <br />handle the HHM customers separately from <br />the voucher customers while recognizing <br />that some customers will have materials <br />for both the County and City programs. A <br />potential site was tentatively identified as a preferred site and several <br />layouts were developed specific to the site. <br />• South Transfer Station Remodelling. Foth assisted the City of <br />Minneapolis with a traffic and transfer station improvement project. <br />The traffiic flow at the facility required customers to weigh multiple <br />times. Foth worked with the City of Minneapolis to redesign the <br />traffic flow, add a new scalehouse and add a 70 foot scale, all while <br />the transfer station remained open. Additionally, the transfer building, <br />built in the early 19OOs, required improvements to operations and <br />stormwater management at the facility. The site improvements had <br />to take into consideration a high pressure natural gas line that was <br />under the improvement area. Foth provided strategic consulting, <br />engineering, and construction observation services for the project. <br />The project was completed in 2010 and significantly improved the <br />operations of the Minneapolis South Transfer Station. <br />• Mattress Recycling. <br />Foth provided consulting <br />assistance to the City <br />of Minneapolis to plan <br />and draft a request for <br />proposals (RFP) for mattress <br />collection and recycling <br />services. Foth researched <br />the existing state-of-the- <br />art in mattress recycling <br />technologies and service <br />providers in Minnesota. <br />A list of prospective <br />responders was developed as <br />a means to solicit proposals <br />and anticipate potential <br />responses. <br />Recycling Drop -Off Center Analysis & Plan Development <br />City of Ramsey, MN —October 2012 <br />•Foth <br />2-5 <br />
