_ 1sECE111 W <br />RECYC JNO DROP-OFF CENTER <br />Blue Earth County Recycling <br />Drop -Off Center <br />Mankato, Minnesota <br />Foth has worked with Blue Earth County for over 15 years <br />providing strategic solid waste consulting, landfill engi- <br />neering services and regulatory permitting to support the <br />Ponderosa Landfill and the integrated waste programs in <br />the County. In 2011, Foth and the County met to establish <br />the framework for the construction of a recycling and cus- <br />tomer convenience center at the Ponderosa Landfill. The <br />landfill is a regional disposal site where individual haulers <br />bring waste and recyclables. The County desires to con- <br />struct a building to assist haulers with convenient disposal <br />and recycling options and to capture more recyclable mate- <br />rials at the landfill. <br />Foth facilitated a brainstorming meeting for the conve- <br />nience and recycling facility that identified the County's <br />wants, needs, constraints, opportunities and budgets for <br />i „„,EC,,,U,,, the building. The meeting also addressed customer access, <br />material management, material loadout, regulatory com- <br />pliance and future facility expansion options. This initial <br />meeting provided the framework for the initial design of a recycling and <br />customer drop off building with an integrated scalehouse. <br />After initial designs were completed, Foth again met with Blue Earth <br />County to discuss building function, access for customers, traffic flow <br />patterns and turning radius for vehicles using the facility and material <br />load out vehicles, material flow patterns and scalehouse operations <br />including employee and meeting facilities. This follow up meeting <br />helped the County refine their wants and needs for the facility and <br />identified potential constraints to a functioning facility. Foth aided the <br />County in identifying existing facilities that could be utilized in the pro- <br />posed new facility. This helped the County save money by not replacing <br />items that could be used for the new facility. <br />With the facility more refined, Foth developed the engineering cost <br />opinion for the facility. The cost opinion addresses costs for site works <br />and improvements, building, lighting, electrical, plumbing, heating/ <br />ventilation, sanitary facilities and regulatory requirements. With the cost <br />opinion, the building design is further refined to bring the facility in line <br />with the available budget. <br />Overall, the process used by Foth helped Blue Earth County move from <br />an idea to a conceptual layout of a customer recycling and convenience <br />facility that meets the needs of the County to increase recycling and <br />provide convenient access to disposal and recycling facilities for indi- <br />vidual haulers.
