ation is now good, the Agency decided to implement a planning process <br />to predict future challenges and prepare to address them. Foth worked <br />with the Agency's Executive Board and representatives of each member <br />county to: <br />• Review the Agency's mission statement and guiding principles. <br />• Identify existing or potential challenges. One result of an industry <br />screen was the realization that Waste Management and BFI-owned <br />companies now control 30 percent of the waste stream with several <br />additional haulers (another 24 percent of the waste stream) also <br />targeted for acquisition. <br />• Identify a development schedule for new cell construction. <br />• Establish a dedicated equipment replacement schedule and reserve <br />fund. <br />• Review the Agency's current role in the provision of recycling <br />collection and processing services and recommend changes needed <br />to guarantee service continues to be available. <br />• Predict long-term capital and operating costs for the total integrated <br />solid waste system. <br />• Make recommendations about landfill tipping fees, reserve <br />fund structures, and alternative funding sources. As a result of <br />preliminary meetings and discussions, the Agency purchased an <br />MSW transfer station from one of its county members and may <br />review the need to initiate waste delivery contracts with area haulers. <br />Energy from the Earth <br />Education Addition and Office Renovation/ <br />Grant Funding. The Agency selected Foth to assist <br />in developing an addition to their existing office/ <br />scalehouse at the Agency's landfill entrance. The <br />Agency's goals included utilizing energy efficient, <br />sustainable systems and materials in the addition in <br />order to demonstrate to visitors how these concepts <br />could be incorporated into a small-scale building in <br />an economical manner. <br />The facility was partially funded using an Iowa <br />Department of Natural Resources SWAP grant. As <br />part of grant funding approval, Foth assisted the <br />Agency in negotiating the grant requirements, including LEED criteria, <br />for the development. <br />Foth worked closely with the Agency staff to identify sustainable sys- <br />tems and materials that would be functional, economical and still meet <br />Recycling Drop -Off Center Analysis & Plan Development <br />City of Ramsey, MN —October 2012 <br />*Foth <br />2-16 <br />
