Foth took the general concepts provided by Dodge County and develop <br />preliminary conceptual plans for the access, new platform scale and <br />the scalehouse/office space. These preliminary plans were presented to <br />Dodge County along with an engineering cost opinion for construction <br />of the facilities. Upon review by both Foth and Dodge County, changes <br />were made to the plans to meet local requirements and provide for long <br />term functionality for the facilities. Additionally, customer convenience <br />items were added like an intercom for customers that use the scale, a <br />camera for load checking on the scale, a payment window so customers <br />can complete transactions easily and traffic signal lights to control both <br />inbound and outbound scale traffic. Improvements were also made the <br />scalehouse/office to provide natural lighting, upgrades to insulation to <br />make the building more energy efficient and on demand hot water sys- <br />tems to remove the need for a large hot water tank for the building. <br />Foth developed fmal plans and specifications for the scalehouse/office <br />building and the new truck scale and assisted Dodge County in the <br />bidding and contract award process. Since the scalehouse/office and <br />the new truck scale are two different types of projects, Dodge County <br />chose to bid and award the projects separately. Foth assisted in contract <br />change orders, contract payment application and construction inspec- <br />tion throughout the project. Upon substantial completion, Foth issued <br />a punch list of items for completion and assisted Dodge County with <br />project close out services. <br />The scalehouse/office and truck scale at the Dodge County transfer sta- <br />tion improved the facility by allowing for efficient customer processing <br />and a central location for both office and scalehouse functions to be <br />conducted.
