• The potential for HHW satellite <br />operations in the future, on an event or <br />regular basis <br />• Risk assessment to identify major <br />risks / threats to the project and potential <br />mitigation measures. <br />If data on projected amounts of materials <br />are not available, methods to project the 5, <br />10 and 20 year use of the facility should <br />be agreed upon. City staff and Foth will <br />also discuss the initial set of local factors <br />and criteria that Ramsey and Foth believe <br />will be key to successful development of a drop off center (access, <br />safety, materials accepted, etc). If the City envisions partner -operations <br />of the facility, identification of those potential partners and scheduling <br />of a series of "interest" meetings with potential partners should occur. <br />Consideration could be given by the City as to the desirability of a <br />meeting or education room or area in the facility which could provide <br />enhanced education services in the near term, and <br />accommodation of growth needs for the future. <br />Finally, there should be a discussion of the <br />potential for a future "satellite" HHW facil- <br />ity, either full time or on certain dates, <br />at the drop-off location, to best accom- <br />modate the needs of Ramsey and other <br />residents in the area for a full -service <br />environmental facility. <br />Task 1 Deliverables: <br />• Facilitation of the kick-off meeting <br />• Verified scope of the project, including data available from the City <br />on tonnage and projected citizen and business use, and/or sources or <br />methods for necessary data acquisition, uses of the facility (including <br />near -term education activities), initial determination of acceptable <br />materials to be collected, determination of potential partnership <br />determination activities, potential for future HHW activities, and <br />project risk management and public participation plan. <br />• A more detailed project timeline, with determinations of data <br />acquisition and potential partnership discussions. <br />• A project memo, verifying for planning purposes the acceptable <br />materials, tonnages or other measure of materials expected and use <br />by citizens and businesses of the facility. <br />Task 1 Timeline: Two weeks after execution of the consultant <br />contract. <br />Recycling Drop -Off Center Analysis & Plan Development <br />City of Ramsey, MN —October 2012 <br />GFoth <br />3-4 <br />
