Section 2 I Experience/Background <br />• Feasibility evaluation of a construction and demolition material recovery, single stream recycling, <br />refuse derived fuel, and process engineered fuel facilities; <br />• Master Planning, design, permitting, and construction management for integrated waste transfer, <br />recycling, and disposal facilities; and <br />• Technical assistance in recycling program implementation. <br />Our work for these long-term clients has been well received and provides specific, applicable experience <br />to the recycling drop-off analysis the City is about to undertake. <br />Due to our involvement in facility master planning and expansion permitting for these programs, we <br />have left our imprint on subsequent operation and financial viability. Our long-term relationship with <br />these clients is indicative of the quality of our work, our ability to meet schedules, and our focus on <br />controlling costs. <br />Full -Service Citizens' Drop -Off Center and Transfer Station <br />City of Owasso, Oklahoma <br />The City of Owasso is interested in developing a roadmap for where the City's recycling program will be <br />in 20 years and achieving zero waste to landfill in 25 years. As part of this study, SAIC was retained to <br />develop conceptual designs and cost estimates for a new comprehensive, full -service citizens' drop-off <br />facility and possible commercial customer transfer station on a parcel of City -owned land near the City's <br />current, small recycling center. SAIC first developed a facility program that identified and quantified the <br />materials that would be received at the new facility as well as the expected customer traffic. This <br />program covered all types of source separated self -haul recyclable materials, HHW, bulky and other <br />special wastes, and self -haul trash and identified the City's preferred method of receiving these materials. <br />The facility program was then translated into a series of alternative site arrangement layouts, one of <br />which is illustrated below. Once a preferred arrangement was identified, SAIC prepared detailed <br />planning level construction cost estimates. <br />SAIC Energy, Environment & Infrastructure, LLC I 2-2 <br />
