Section 2 I Experience/Background <br />Owasso Recycling Center Site Plan Option <br />Transfer Station Replacement <br />County of Hawai'i Department of Environmental Management Solid Waste Division, Hawai'i <br />The County of Hawaii operates 21 transfer stations to collect self -haul residential waste, organics, and <br />recyclables. Some of these stations are located where unpermitted "dumps" existed in the past. The <br />transfer stations are used as an alternative to curbside collection since the island has areas of sparse <br />populations and long haul distances. <br />The County has embarked on a program to upgrade its rural transfer stations to support the County's <br />increased recycling and waste diversion goals and improve the overall operating efficiency of its solid <br />waste management system. SAIC assisted the County with the program's first step: development of <br />conceptual designs for the Pahoa, Glenwood, Volcano, and Waiohinu Recycling and Transfer Stations — <br />four stations located in the southeast quadrant of the island. <br />These four stations were chosen because of their poor physical condition and/or safety concerns. <br />Retaining walls were constructed from timber with significant rot and, in some cases, fire damage and <br />broken tiebacks. Refuse chutes at these sites are distorted and corroded. Historically, the low areas of the <br />Pahoa facility have flooded with up to a few feet of water after significant rainfall events. In February <br />2008, a retaining wall collapsed at the Pahoa site after excessive rainfall. <br />SAIC then developed detailed design documents for the improvements for the Pahoa station. This <br />facility was completely rebuilt and returned to full service in 2011. The Pahoa Solid Waste Facility <br />received a Solid Waste Association of North America (SWANA) 2012 Excellence Award at WASTECON <br />in 2012.
